Description
The Norfolk District, Corps of Engineers has a requirement for Storm Drain Remediation project located at Arlington National Cemetery, Arlington, Virginia. The work consists of, but is not limited to: pipe cleaning and CCTV inspection, the excavation and replacement of current piping, installation of pipe liners using trenchless technology, rehabilitation of manholes by replacement, installation of new manhole structures (including at blind tap-in locations), raising manhole structures, installing risers on manhole structures, installation of cured-in-place manhole liners or cementitious coatings/grouts, bypass stormwater pumping, point repairs to stormwater pipes/structures and restoration of excavated sites. The storm sewer network is a subsurface system of varying pipe diameter (6 inches to 72 inches), varying pipe materials (reinforced concrete, vitrified clay, corrugated metal pipe), drop inlets and grated inlets, and manholes. The objective shall be achieved through the implementation of task orders issued under the terms of this contract for all phases of the project. This procurement is set aside for Small Business concerns under NAICS code 237110 (size standard $33.5M). The solicitation number assigned to this acquisition is W91236-14-R-0039. The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC), selecting at least two contractors, for the construction services for the Arlington National Cemetery (ANC) using REQUEST FOR PROPOSAL and procedures outlined in FAR 36 and FAR 15. The MATOC will consist of a one-year base period and three 12-month option periods. The total amount awarded for the entire contract for the base period plus option periods shall not exceed $17,000,000.00. The evaluation factors for this action will be as follows: (1) Past Performance, (2) Specialized Experience, (3) Management Approach, and (4) Cost/Price. Proposers will be evaluated on both technical quality and conformance to the solicitation and price. This is a lowest price technically acceptable acquisition. The Government reserves the right to reject any or all proposals prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates release of the solicitation on or about July 16, 2014. SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at Federal Business Opportunities website, http://www.fbo.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. To download the solicitation for this project, contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. The proposal due date shall be at least 30 days after the RFP is posted on the FBO website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES.
