- Description
- NASA/ARC plans to issue a Request for Proposal (RFP) for Aeronautics and Exploration Mission Modeling and Simulation (AEMMS). The purpose of this procurement is to obtain support for research and development activities of the Systems Analysis Office; the Army Aviation Development Directorate; the Applied Modeling and Simulation Branch, and the Fundamental Modeling and Simulation Branches of the NASA Advanced Supercomputing (NAS) Division; and the NASA Aeromechanics Office. The major objectives include modeling, simulation, analysis of systems relevant to the NASA aeronautics, exploration, space operations and science missions, the development and application of technologies for the design and analysis of aerospace vehicles and systems, large-scale numerical simulations in support of NASA and Army mission critical engineering applications, and fundamental advances in numerical methodologies, algorithms, physical models, and application code development. Primary place of performance will be at Ames Research Center (ARC), Moffett Field, CA. The current AEMMS Contract NNA10DF26C was awarded to Science and Technology Corporation (STC), effective July 29, 2010, as a result of a small business set-aside competition. The current estimated value of this CPFF Contract is $23M. Along with this Pre-Solicitation Notice, the Government is posting a revised Interested Parties Listing. On-going updates to the Interested Parties Listing will be made. This pre-solicitation synopsis is issued to replace the Request for Information Sources Sought Synopsis posted on February 4, 2014. The Government does not intend to acquire a commercial item using FAR Part 12. This requirement will be issued as Small Business Set-Aside procurement. The Government is contemplating the award of a performance -based Cost-Plus-Fixed Fee (CPAF) contract consisting of a two-year base period and three one-year options. A Draft RFP (DRFP) will be posted, which will seek comments from interested parties. Notification is hereby provided of the availability of the Contracting Officer and Technical Representative to meet with interested parties on Mondays through Thursdays from 9:00 am to 2:00 pm for a one-half hour meeting after the DRFP is released. The NAICS Code and Size Standard are 541712 and 1,500 employees, respectively. The tentative AEMMS schedule is as follows: Draft RFP September 2014; Final RFP November 2014; Contract Award March 2015 NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html. No solicitation has been issued; therefore, do not request a copy of the solicitation. It is the potential offeror's responsibility to monitor Federal Business Opportunities (FedBizOpps/FBO) and the NASA Acquisition Internet Service (NAIS) for the release of a solicitation or other documents relating to this procurement. All communications relative to this synopsis must be submitted in writing by e-mail, with the solicitation number in the subject line, to Marie Morales at Marie.Z.Morales@nasa.gov.
