Issue Phase II Request for Proposal (RFP) for solicitation ED-FSA-R-13-0010. Only those Offerors selected in Phase I are permitted to submit an offer in Phase II. 2. Incorporate Phase II Questions and Answers (Q&A) Part 1. If there are any discrepancies between the responses provided in the Q&A and the solicitation, the solicitation takes precedence. (*Not all questions were responded to in the Q&A Phase II Part 1. It is anticipated that all remaining questions will be responded to by no later than July 11, 2014.) 3. Incorporate changes to the following sections- a. Section B.2.1 - Commission b. Section D - Contract Documents, Exhibits, or Attachments c. E.1 Addendum to FAR 52.212-1 - Instructions to Offerors - Commercial Items (JUL 2013) d. E.2.1 - Evaluation Factors
