- Sole Source Letter (Redacted) FA9300-14-C-0003 NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT WITH ERBE ENGINEERING, INC. The Air Force Test Center, Edwards Air Force Base CA intends to award a sole source, firm-fixed price contract to ERBE ENGINEERING INC., 892 N. 2275 West Circle, Cedar City, UT 84720. This sole source purchase will be for the designing, fabricating, testing and delivery of one (1) each, high pressure (10000 psi) particulate filter, Filter Tag No. FLTR-0308 with spare cartridge, and documentation as noted in the SOW for use on the Hydrocarbon Boost (HCB) Engine turbo-pump assembly. The filter size shall be 10" and must be capable of filtering particles from 10 and 25 microns. Filter elements in hydrogen, nitrogen or hydrocarbon service shall be fabricated from either 304L or 316L Stainless Steel. Filter elements used in oxygen service shall be fabricated from Nickel 200. The filters shall be designed such that the filter cartridges are removable, replaceable, and accessible. The filters will either be provided with buttweld ends or reflange type hubs. The filter cartridge shall require precision cleaning, and a spare cartridge will be supplied with filter. The contractor shall supply the filter, complete with filter cartridges, pressure taps (used for differential pressure measurement) that are weld boss machined, and flanges, and special tools necessary to install, repair, maintain, operate or adjust the filters. Filters shall be fabricated under the ANSI and ASTM Standards. Interested parties must be able to demonstrate technical experience in the designing and fabrication process. This procurement is very rigid as to material specifications and drawing compliance. The contract type is a firm-fixed price contract. Interested contractors who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the requested items above and must be able to demonstrate technical experience in the designing and fabrication process. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements required in this synopsis. The North American Industry Classification System Code (NAICS) is 332912. Responses may be submitted via www.fbo.gov. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If there are no affirmative written responses received in the office by 4:00 P.M. PST, 09 July 14, a sole source contract will be pursued with ERBE ENGINEERING INC.
