CLASSIFICATION CODE: Q - Medical Services; (Q522 - Medical - Radiology) NAICS CODE: 621 - Ambulatory Health Care Services; 621512 - Diagnostic Imaging Center Network-9 Contracting Office in conjunction with the VA Mid-South Healthcare Network (VISN 9) has developed this Request for Information (RFI)/Sources Sought Notice to solicit market research information from the healthcare industry to assist the Government with analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that Network-9 Contracting Office (NCO-9) will contract for the items contained in the RFI / Sources Sought Notice. This RFI/Sources Sought Notice is part of a Government market research effort to determine the scope of industry capabilities and interest, in accordance with Federal Acquisition Regulation (FAR) Part 15.201(e), response to this RFI / Sources Sought Notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI / Sources Sought Notice are strictly voluntary and are considered as information only. The Government will not pay respondents for information provided in response to this RFI / Sources Sought Notice. Responses to this RFI / Sources Sought Notice will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced on the Federal Business Opportunities Website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This RFI / Sources Sought Notice does not restrict the Government's acquisition on a future solicitation. Network-9 Contracting Office (NCO-9) and the VA Mid-South Healthcare Network (VISN 9) is conducting market research for a Contractor(s) to provide 24/7/365 Tele-radiology Services to all medical centers within VISN 9 remotely. Performance of Tele-radiology operations shall be confined and completed within the borders of the United States of America. Potential sources must demonstrate experience and knowledge of required services and capability to provide such services. In addition, potential sources should identify business name, point of contract, business size and any applicable business socio-economic category (i.e. Services Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), small business, etc.) service capability statement, provide information for recent and relevant projects similar in nature, DUNS Number, address and any additional information felt to be pertinent. The NAICS Code for this procurement is 621512 and the small business size standard is $14.0 million. GENERAL: Services Required - Purpose: Contractor shall provide Tele-radiology Services, on an on-demand, as needed basis, in accordance with pricing, specifications, terms and conditions of any resulting contract. Potential sources shall provide all space, supplies, equipment, and labor to include board certified radiologists necessary to provide remote professional radiology (Tele-radiology) services for the VA Mid-South Healthcare Network (VISN 9). Provide patient care delivery services, review paper and/or electronic records, and complete documentation in the Government's Computer Patient Record System (CPRS) for the VA Mid-South Healthcare Network (VISN 9) patients/beneficiaries. Tele-radiology service coverage shall be twenty-four (24) hours a day, seven (7) days a week for each period of performance, including all federal holidays. Potential sources will be required to interpret various types of studies in the CPT Code 70,000 and 93,000-series to include, but not be limited to: Computed and General Radiography (CR), Computed Tomography (CT), Magnetic Resonance Imaging (MRI), and Ultrasound (US). Additional types of studies may be identified through this market research by interested parties. Price Schedule Structure will be firm-fixed-priced percentage rate for applicable CPT Codes for each period of performance (POP) based on the Center for Medicare and Medicaid Services (CMS) physician fee schedule, Tennessee locality non-facility fee. Although Medicare rates typically change annually, the firm-fixed-price percentage rate for each CPT code will be applied to the base Medicare Rate in place as of the date of award and each new option period. Connectivity & Information Technology - any method for establishing connectivity between the contractor and VA Mid-South Healthcare Network facilities will be a required deliverable. The Government will not incur any cost for modifications/upgrades of equipment, additional equipment, hardware or software, and maintenance of equipment, which may be required to provide Tele-radiology services. Potential sources should be aware that it will be the responsibility of the contractor for all IT connections and will be required to work with the Information Technology Services Department to set-up connectivity with each of the VA Mid-South Healthcare Network facilities. This will include configuring, installing, and maintaining the secure remote connectivity and all remote workstations software residing on the remote radiologists' workstation. Equipment shall be reliable and functional to prevent disruption in the delivery of services. The review stations must meet all specifications required by the ACR for primary image interpretation. Data transmission security must be maintained at all times. Qualifications of Personnel: Personnel assigned by the contractor to perform Tele-radiology services shall meet the following criteria: "Have a full and unrestricted license in a State, Territory, or Commonwealth of the United States or the District of Columbia; "Hold a board certification in radiology from the American Board of Radiology or the American Osteopathic Association; "Understand the basic technology of Tele-radiology, its strengths and weaknesses (as well as limitations), and have knowledge in the use of Tele-radiology equipment; "Perform services in accordance with ethical, professional, and technical standards of the health care industry; "Shall be proficient in written and spoken English (Title 38 U.S.C. §7402); "Be computer literate as patient documentation is directly inputted in the patient's electronic medical record; "Any new requirements for mandatory education and/or competency reassessment, which occur during the contract period, must be completed by the individual contractor employee(s) within established timeframes. In addition, documentation of completion shall be sent to the assigned COR and Contracting Officer (CO)/Administrative Contracting Officer (ACO); "The qualifications of contractor employee(s) shall be subject to review by the VISN Chief of Staff and/or designee and approved by the VISN Director and/or designee. The Contracting Officer (CO)/Administrative Contracting Officer (ACO) shall be notified prior to any changes in personnel. The Government will reserve the right to approve the assignment of individual personnel furnished by the contractor to perform the functions required to provide Tele-radiology services to the VA Mid-South Healthcare Network (VISN 9), (in accordance with VHA Handbook 1100.19 and/or the specific VISN/ Medical Center Policy on Credentialing and Privileging). http://www1.va.gov/vhapublications/ViewPublications.asp?pub_ID=1806 Full connectivity must be established and verified PRIOR to the start of any future contract.
