- Caretaker Support Services for Stratford Army Engine Plant (SAEP) Notice of Intent This is a notice of intent to award a sole source contract. The Mission and Installation Contracting Command - Fort Sam Houston Contracting Office on behalf of the Base Realignment and Closure Division, Assistant Chief of Staff for Installation Management (ACSIM) intends to negotiate and award a bridge contract to the Caretaker Support Services, contract W52P1J-10-C-5052 at Stratford Army Engine Plant (SAEP). Authority cited is 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition (FAR) 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements.. This bridge contract will be issued to the current contractor ABM Government Services (previously Ferguson-Williams, Inc.) in order to provide services in support of the Stratford Army Engine Plant (SAEP). This requirement is for caretaker support services, which is to include all facilities management, operations, maintenance and repair functions required to safeguard and maintain facility services and systems the Army deems essential at Stratford Army Engine Plant (SAEP) during the Army's caretaker status phase in accordance with the Defense Base Closure and Realignment Act of 1990 Section 2905. This requirement also includes but is not limited to support of the overhead and underground electrical distribution systems and remediation operations of the Tidal Flats. The workforce to maintain these systems is vital to the upkeep. An in depth knowledge and understanding of Connecticut environmental laws and SAEP is required to support the ongoing negotiations with Connecticut Department of Energy and Environmental Protection (CTDEEP) regarding remediation of contaminated sediments. DOD Manual 4165.66-M, Base Redevelopment and Realignment Manual, states the Army (responsible Military Department) must provide the minimum services necessary to preserve the Government's interest. This work required prevents facility deterioration beyond normal wear and tear; prevents potential environmental, health, and safety threats from developing; and provides safety and security support to Connecticut Air & Space Center (CASC) personnel and visitors. The Government anticipates at the property will convey to a private entity before the end of this bridge. ABM Government Services has extensive knowledge of the installation and the processes in place to continue providing these services. This knowledge is vital in providing support to the contentious ongoing negotiations with Connecticut Department of Energy and Environmental Protection (CTDEEP) regarding remediation of contaminated sediments. ABM has the experience and skills required to handle the complex and large capacity distribution systems and operations requirements of SAEP. ABM Government Services has the knowledge and personnel to perform the required environmental testing, permitting, reporting, application, and monitoring with environmental compliance, hazardous waste handling, and operation of active pollution control systems, in addition to experience in operating high voltage electrical systems, high-pressure steam systems, storm water pollution control and pumping systems, fire protection and alarm systems, and other utilities. This bridge contract will support the Army's legal obligation to maintain and service the installation until the property is sold and transferred. To introduce a new contractor without current or recent involvement in the functional and technical operations currently in place would be detrimental to the Army and to the installation. Any break in service would create, health and safety situations, which would be hazards to installation personnel that support the Army Museum and visitors. In addition, a lapse would lead an environmental violation of RCRA Federal and State laws. The Defense Base Closure and Realignment Act of 1990 require that BRAC locations be properly maintained and property environmentally restored until it is sold and transferred. ABM Government Services is currently entrenched in performing the environmental remediation, work to resolve issues with the CTDEEP that no other contractor could. The anticipated period of performance is 12 months (includes a 6 month option). This action will result in a Firm Fixed Price contract. The NAICS code for this requirement is 561210, Facilities Support Services, with a size standard of $35.5M. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL and no solicitation will be issued. No contract will be awarded on the basis of responses received to this notice. Notwithstanding, any firm who believes it is capable of meeting the SAEP's requirement as stated herein may submit a response, which if received by 21 July 2014, 4 pm CST, will be considered.
