- Nuclear Safety Cross Check Analysis/Performance Analysis and Technical Evaluation/Independent Verification and Validation Pre-Solicitation Synopsis The Intercontinental Ballistic Missile (ICBM) Contracting Division, Hill Air Force Base, UT intends to issue a solicitation for Nuclear Safety Cross Check Analysis/Performance Analysis and Technical Evaluation/Independent Verification and Validation (NSCCA/PATE/IV&V) services. The contractor shall provide all supervision, personnel, transportation, tools, supplies, equipment, and materials (other than those specified as furnished by the Government), necessary to perform required services. NSCCA/PATE/IV&V services help maintain the nuclear safety and security of United States Air Force ICBM Weapon Systems. NSCCA/PATE/IV&V services independently test, evaluate, demonstrate and recommend certification of Minuteman III produced or modified nuclear critical or nuclear certified software/hardware. NSCCA/PATE/IV&V services ensure there are no degradation to ICBM weapon systems, and determine if software designs and implementations are efficient and technically valid approaches. The solicitation will result in issuance of a Requirements Contract with a five year ordering period and a 6-month option to extend services. The North American Industry Classification System (NAICS) code is 541330, Engineering Services (Military and Aerospace Equipment and Military Weapons). This acquisition will be a full and open competition, using a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection and the Trade-off Source Selection Process of the mandatory Department of Defense (DOD) Source Selection Procedures (effective 1 July 2011) as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), Air Force Federal Acquisition Regulation Supplement (AFFARS), and the Air Force Source Selection Mandatory Procedures (MP5315.3). A formal Request for Proposal (RFP) will be issued on or about 25 July 2014 on Federal Business Opportunities (FBO). Paper copies of the solicitation will not be mailed. Interested offerors are responsible for checking FBO to obtain the solicitation and any amendments or other information pertaining to the solicitation and are encouraged to register for notification through FBO. All offerors must be actively registered in the System for Award Management (SAM) (https://www.sam.gov) to be eligible for award. In addition, offerors must ensure their Annual Representations and Certifications are updated and current.
