- Description
- Contractor shall provide all services, engineering plans, labor, equipment, supplies, and materials for the work that consists of updates to the existing fire protection system in the A&E Building 100. Updates include the sprinkler system at various locations throughout the building, the hood system in the kitchen and the building fire alarm system. The fire protection system installation shall be performed by a Fire Protection Contractor with the licenses required by the State of Tennessee. The performance period for this project is 315 days. The extent of this work is contained in the Specifications and Drawings which will be posted on or about 11 July 2014. The construction magnitude of this project is $500,000 to $1,000,000. Invitation for Bid (IFB) will only be available electronically at the FBO website. No hardcopies, faxes, or emails will be available. Please register as a source to be notified of IFB Amendments, Clarifications, etc. However, it is the responsibility of contractors (even those registered as a source) to check the FBO website frequently to ensure they have all available information. AF 5352.201-9101 OMBUDSMAN (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM or AFISRA ombudsman, USAF, Air Force Test Center Vice Commander, 1 South Rosamond Blvd, Edwards AFB, CA 93524-3784, Phone: 661-227-2810, Fax: (661) 277-7593, Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU or ARISRA level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. NOTICE: Award of a contract will be in accordance with FAR 52.232-18, Availability of Funds. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor received notice of such availability, to be confirmed in writing by the Contracting Officer.
