- Notice of Intent to Award as Sole Source (wInsight Professional Named LIcenses and Annual Maintenance) Marine Corps Systems Command (MCSC), Assistant Commander for Programs (AC PROG), Quantico, VA, intends to award a sole-source contract to Deltek, Inc., 2291 Wood Oak Drive, Herndon, VA (Cage Code: 1RKA1; DUNS #: 156991705) in support of the purchase of three (3) new wInsight Professional Named software user licenses and associated annual maintenance support. WInsight software is used to analyze cost and schedule performance for software development contracts, as well as Earned Value Management (EVM) analysis of contractor cost and schedule performance on ACAT I software development contracts for MCSC. Annual maintenance includes technical support, software updates, and telephone support. The award will cover one full year, at a total contract value of $6,855.36. This Notice of Intent is not a request for competitive proposals. The Government will not be responsible for any costs incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements not later than 15:00 EST on 21 July 2014. The anticipated date of contract award is 31 July 2014. All documents should be submitted to Ms. Elizabeth Booher at elizabeth.booher@usmc.mil, with a cc: to Ms. Sheila McCreery at sheila.mccreery@usmc.mil. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government.
