RFQ Document This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplement with additional information in this notice. This announcement constitutes the only solicitation and no other solicitation document will be issued. This solicitation is issued as a Request for Quote number RFQ HSCG44-14-Q-PC2210. This number is for tracking purposes only. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-74. This procurement will be processed in accordance with FAR Part 12 and 13. The North American Industry Classification System (NAICS) is 332999. The SBA size standard 750 Employees. This Acquisition is a Total Small Business Set-A-Side. The USCG Command, Control and Communication Engineering Center (C3CEN) Portsmouth,VA. 23703, intends to award a Firm Fixed Price Purchase Order Contract to purchase the Services to: Design, Install and Maintain and then Remove a Temporary Tower Structure at the Humble Island Tower location. This RFQ Solicitation contains an attached Statement of Objectives(SOO) below, the Offerrors are to respond with a Detailed Statement of Work as to meet the Objectives of the SOO, also a detailed proposed Drawing of the Temporary Tower as to meet the Objectives of the SOO. Note: This Acquisition is a Total Small Business Set-A-Side The government intends to award a contract resulting from this solicitation to the responsible bidder proposal conforming to the solicitation which will be most advantageous and Best Value to the Government, price and other factors considered. *PLEASE NOTE* Interested Offeror's are to provide Firm Fixed Price Proposals with Delivery Information by July/21/2014 @ 7:00AM EST. Delivery Information is to include the Shipping Terms the Offeror is proposing, FOB Origin or FOB Destination. Destination is preferred by USCG/GOV. If proposing FOB Origin, provide Shipping cost as a separate line item. If proposing FOB Origin, provide Shipping cost as a separate line item. FIRM FIXED Price Proposals shall be submitted on company letterhead stationery and must include the following information: Cost Breakdown, Unit Price, Extended Price, Total Price, Payment Terms, discount offered for prompt payment, Company DUNS and Cage Code. Anticipated Award Date for the PO Contract is Aug/01/2014, this date is approximate and not exact. INSPECTION AND ACCEPTANCE: The Contractor shall only tender for acceptance those Items that conform to the requirements of this Order/Contract. The Government/USCG reserves the right to Inspect or Test any Supplies or Services that have been tendered for Acceptance. The Government may require repair or replacement of nonconforming supplies or re-performance of nonconforming Services at no increase in contract price. If repair/replacement or re-performance will not correct the defects or is not possible, the Government/USCG may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights- (1) Within a reasonable time after the defect was discovered or should have been discovered; and (2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item. Final Inspection and Acceptance will be performed by Gov/USCG Authorized Personnel at the point and location of Destination as stated on the Order/Contract, unless otherwise stated on the Order/Contract. Schedule B: Line Item 1: Base Period: Aug/01/2014 thru July/31/2015 Base Period is to include the Design, Installation and Maintenance of the Temporary Tower Structure for 12 Months. End of Clause 52.217-9 Option to Extend the Term of the Contract (March 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 36 months. In accordance with FAR 4.1201 prospective contractors are required to submit annual representations and certifications via the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Please ensure completion prior to submission of your quote. Also note that paragraph (b) of FAR 52.204-8, applies. STATEMENT OF OBJECTIVE SHORT TITLE: Humble Island Temporary Tower 1. PLACE(S) OF PERFORMANCE: a. Humble Island, TX 2.0 BACKGROUND: 33 CFR 161 requires traffic in the Port Arthur, TX area comply with specific regulations. Cargo in this area may be designated as Certain Dangerous Cargo (CDC) such as explosives, blasting agents, poisonous gas in excess of one metric ton per vessel and poisonous material in excess of 20 metric tons per vessel, certain oxidizing materials, radioactive and fusible material, bulk liquefied chlorine and bulk liquefied gas that is toxic and/or flammable. (33 CFR 160.204). An incident involving these materials could have long term and deadly consequences and should be avoided. The CG erected a Tower at the intersection of the Neches River and the Sabine River. Camera and radar were mounted to collect data to be used to manage the area and prevent incidents. This coverage is nearly one third of the VTS Port Arthur area of responsibility. Monitoring of this site revealed the land was being eroded and the Tower was at risk of falling into the water. The original estimate was early 2014. The current estimate is summer/July 2014. A causality response (CASREP) was created to report the situation. An alternate site has been located, but will not be available until late 2016. The loss of camera and radar data between 2014 and 2016 will severely degrade the capabilities and negatively affect operations. To mitigate this risk, a temporary solution is required. 3.0 Overall Objectives: The CG is seeking to Contract with a Contractor who will provide the Services of Designing, Installing and Maintaining and then Removing of a Temporary Tower at Humble Island TX at Lat/Long Location: 29.972136, -93.853007. The Temporary Tower and all associated materials, hardware, will remain the Property of the Contractor. The CG will mount Camera, Radar and associated Cabling to the tower and move a Hut near the base for additional equipment. When the Temporary Tower is no longer needed, the Contractor shall remove the Tower from the site and do any required land restoration. 4.0 Requirements: 4.1 Design Tower Structure The site is located in a hurricane prone area. The Temporary Tower Structure will need to be Engineered to withstand 150 mph winds with a CG Radar not to exceed 2500 pounds mounted at the total height of 70 feet above ground level. The Contractor shall coordinate with the USCG for fabricating the top most level's decking to accept the CG Radar. Additionally, during winds of less than 30 mph, the tower shall support the additional weight of 4 support personnel of approximately 150 pounds each. The Tower shall be able to withstand mounting one Camera and all associated data cabling not to exceed 250 lbs on any vertical upright at approximately 60 to 65 feet. 4.1.1 Cattle graze on this site. The Contractor shall provide guards and common cattle fencing to keep the cattle from adjusting the position of the Tower or any Guy Wire Supports. Guards are to be designed as to not injure the Cattle. 4.1.2 The Proposed Design of the Temporary Tower is to be certifiable and then after award Approved by a Professional Engineer(PE). The Proposed Design Drawings are to be provided in the Contractors Proposal. 4.1.3 The Contractor shall identify information they need to customize their tower to allow the CG equipment to be mounted. 4.1.4 Periodically the CG will need to access the Radar and Camera equipment. The design shall allow an access mechanism such as an enclosed ladder, and working platform with fall protection anchors. All mechanisms shall comply with OSHA regulations. If any specialized equipment or procedures are required, they shall be identified to the USCG. For example, if tower climbing gear will be required, any specific features about the gear shall be identified. 4.1.5 Tower shall be grounded. Contractor provided grounding shall include the mechanisms for the CG to ground the CG provided radar and camera devices. 4.1.6 The CG will move a 4 ft x 8 ft equipment shelter (aka Hut) adjacent to the base of the Tower. Commercial power lines and communication lines will be rerouted to connect to the Hut. The Radar and Camera feeds from the Tower will connect to the Hut. The design shall provide for the hut, power lines and communication lines. 4.2 Erect Tower Structure 4.2.1 Erection Installation of the Tower may not commence prior to the Contractor receiving approval from the USCG COR. 4.2.2 The Contractor shall provide a Project Plan which identifies where actions are needed or available to the USCG. For instance, the plan shall identify when safely the hut can be moved, when the radar and camera can be mounted, when commercial power and communication lines can be connected. The Government shall have the opportunity to review the plan and make modifications. This Project Plan is to be ready to be discussed at the Kick Off Meeting. See 18.1.4 below. 4.2.3 Prior to Contractor starting any work, the Installation site were the Tower is to be located will be Inspected by the USCG COR/EMO and the Contractor to establish the Condition of the site and documented due to the Contractor will be required to restore the site back to that same Condition after Tower is removed. For Documentation purposes the USCG COR/EMO will take Pictures of the Site. NOTE: The Contractor will be required to Complete the Erection of the Temporary Tower Structure within 4 weeks of Contract Award. 5.0 Ensure Mounted Equipment is Secure 5.1.1 Once the Radar, Camera and associated Cabling have been installed by USCG personnel, the Contractor shall Inspect the Tower, including the Radar and Camera Mounts after the equipment has been installed. 5.1.2 The Contractor shall provide an Inspection Report to the USCG COR/EMO after this installation is completed. 6.0 Inspections: 6.1.1 The Contractor is responsible for Inspections of the Tower Structure including all Guy Wires, Guy Wire Supports and Guards, and Hardware and Grounding Wires. 6.1.2 The Tower shall be Inspected by Qualified Inspectors every 30 Days. The Inspection Report shall be provided to the USCG COR, electronic submission is acceptable. 6.1.3 For Scheduled Tower Inspections the Contractor shall notify the COR and VTS Humble EMO 72 hours prior of the intent to go to the site. Climbing the Tower while the Sensors are Operational is dangerous and can result in harm injury or damage to equipment. The Contractor shall coordinate with the EMO to shut down sensors in a manner that will not damage them nor injure or kill personal. 6.1.4 The Inspections shall be performed for the entire Period of the Contract. 7.0 Maintenance: 7.1.1 The Contractor shall provide all required Maintenance to the Tower Structure including all Guy Wires, Guy Wire Supports and Guards, and Hardware and Grounding Wires. 7.1.2 All corrective Maintenance shall be documented in the Inspection Report as provided to the USCG COR/EMO. 7.1.3 The Maintenance shall be performed for the entire Period of the Contract. 8.0 Tower Removal 8.1.0 The Contractor will be notified prior to the removal of the Sensors Radar and Cameras(these Items will be removed by USCG personnel from the Tower) Once the Contractor has been given this notification the Contractor has 30 days to disassemble and remove the Tower Structure including all Guy Wires, Guy Wire Supports and Guards, and Hardware and Grounding Wires, and return the Land and Grounds to the to same condition prior to Tower installation. 8.1.1 USCG personnel will remove the Hut, Sensors Radar and Camera Equipment before the Tower is Disassembled and removed from the site. 8.1.2 The USCG COR/EMO and Contractor will jointly Inspect the Tower and determine if any material has been damaged beyond normal wear and tear. The USCG will not be responsible for damage to material during the disassembly and removal effort. Materials damaged beyond normal wear and tear shall be replaced at depreciated value at the expense of the USCG. 8.1.3 After Tower removal the Contractor shall restore the Land/Grounds to the same condition as prior to the Installation of the Tower Structure. 9.0 Contractor Personnel: 9.1.1 Key Personnel Replacement and Substitution 9.1.2 Key Personnel Before replacing any individual designated as Key by the Government, the Contractor shall notify the Contracting Officer and USCG COR no less than 15 business days in advance, submit written justification for replacement and provide the name and qualifications of any proposed substitute(s). All proposed substitutes shall possess qualifications equal to or superior to those of the key person being replaced. The Contractor shall not replace Key Contractor personnel without approval from the Contracting Officer. The Government may designate additional Contractor personnel as Key at the time of award. 9.1.3 The Contractor shall not substitute key personnel assigned to perform work under this contract without the prior approval of the Contracting Officer. Requests for approval of substitutions shall be in writing and shall provide a detailed explanation of the circumstances necessitating the proposed substitutions. The request must contain a complete resume for the proposed substitute and any other information requested or needed by the Contracting Officer to approve or disapprove the request. Proposed substitutes must have qualifications that are equal or higher than the key personnel being augmented. The Contracting Officer or his authorized representative shall evaluate such requests and promptly notify the Contractor in writing whether the proposed substitution is acceptable. 9.1.4 The Contractor is to provide a Project Manager, this party will serve as the Key Point of Contact for the USCG COR and Contracting Officer as required. 10.0 GOVERNMENT FURNISHED INFORMATION (GFI): 10.1 The Government will make available to the Contractor, upon request, all referenced documentation identified in this SOO. All GFI will be returned to the designated COR upon completion of this Contract. Upon request, information for mounting the radar and camera shall also be provided. 11.0 GOVERNMENT FURNISHED MATERIAL (GFM): 11.1 Government Furnished Material - The CG shall provide the Radar and Camera Sensors, Radar and Camera Cabling, Hut. These Items and Materials will remain the Property of the USCG. Commercial power may not be available during Tower Installation & Erection, there for the Contractor may have to provide his own power as needed for the Installation & Erection of the Tower Structure. 11.1.1 All GFM will be returned to the designated USCG COR upon completion of this Contract. 12.0 CONTRACTOR ACQUIRED PROPERTY (CAP): 12.1.0 The Temporary Tower Structure and all associated materials, hardware, will remain the Property of the Contractor. 13.0 CONTRACTOR FURNISHED MATERIAL (CFM): 13.1.0 The Contractor shall provide all standard tools and equipment which includes, but not limited to, wrenches, hand drills, connector removal/crimp tools, screwdrivers, and all electrical test equipment, materials, steel, wire, hardware, necessary to meet the desired Objectives. 14.0 TRAVEL REQUIREMENTS: The Contractor will be required to travel to Humble Island TX for the Installation of the Tower Structure and for the Scheduled Inspections and Maintenance as required. All Travel to perform these tasks are to be included in the Firm Fixed Price and additional Travel expenses will Not be Authorized or Paid. 15.0 TRANSPORTATION OF EQUIPMENT/MATERIAL: All Transportation of Equipment/Material is the Contractors responsibility and all cost associated with that is to be included in the Firm Fixed Price. 16.0 DATA DELIVERABLES: The Government requires delivery of one complete set of all documentation deliverables. Electronic versions shall be provided in electronic format with read/write capability using applications that are compatible with USCG Standard Workstation III (e.g. Windows XP, Microsoft Office, Adobe Acrobat, etc.). 16.1.0 All documentation shall be submitted via email as specified in Table 1. 16.1.1 Hard copy of documentation updates shall be submitted on a request-only basis.When hard-copy is requested, the Government requires delivery of one unbound copy of all draft and one bound copy of all final documents submitted to satisfy the previously specified tasks. 16.1.2 The Contractor shall provide electronic and hard-copy reports as follows to the USCG COR: Item SOO Deliverable/Event Due By Format 1 4.2.2 Project Plan Kick Off Mtg Word/Electronic (within 5 days of award) 2 6.1.2 Monthly Insp Report Within first 5 days Word/Electronic Of Month 17. 0 SUB-CONTRACTING REQUIREMENTS: N/A 18.0 OTHER CONDITIONS/REQUIREMENTS: 18.1 Place and Hours of Performance 18.1.1 Place of Performance: Work is to be performed on-site as follows: a. On-site: Humble Island, TX 18.1.2 Hours of Performance: Work hours must be performed Monday through Friday, 8 hours per day, between 0700 and 1700 hours, excluding Federal holidays. 18.1.3 Period of Performance The Period of Performance for this Contract is to be from: Base Period: Aug/01/2014 anticipated Award Date,(this date is approximate and not exact)thru July/31/2015 Option Period One: Aug/01/2015 thru July/31/2016 Option Period Two: Aug/01/2016 thru July/31/2017 18.1.4 Kick Off Meeting: Within 5 days of Award Date, the USCG Project Manager LT.
