Description
PRE-SOLICITATION NOTICE The Department of Veterans Affairs, Program Contracting Activity Central (PCAC), 6150 Oak Tree Blvd, Suite 300, Independence, Ohio, 44131 anticipates soliciting offers and subsequently awarding a contract for the construction services necessary for an E85 Fueling Station. The contractor shall furnish all supervision, labor, tools, materials, supplies, and travel, to perform work under this project. The work shall include but not be limited to the information under project description. PROJECT DESCRIPTION: The E85 fueling station shall include, but is not limited to: a double-walled, ballistic proof, 5,000 gallon above ground fuel storage tank with secondary containment; an appropriate fuel dispensing equipment system with appropriate vapor recovery capability; a complete electronic payment and tracking system to electronically record and print fuel purchase/issue transactions; and all supporting site and utility infrastructure (i.e. roadways providing the best options for traffic flow for both small and large vehicles as well as tanker accessibility, electrical power supply and connections, spill prevention, control, and countermeasures, etc.) The skid shall be anchored to the new concrete foundation. The concrete foundation design shall be prepared and stamped by structural engineer licensed in state of NC. All piping connections shall be carbon steel double-walled. Flexible piping shall be stainless steel and reinforced. A card reader/fuel management system capable of authorizing and recording both fuel and fuel transactions using the Wright Express (WEX) and General Services Administration (GSA) Smart fuel cards processing system will be included. The controller will be compatible with the GSA controller to assist in the reimbursement for the E85 fuel. The system will be connected to one or more remote billing services by telephone modem for a high speed line, for the purpose of remotely authorizing, recording, and billing transactions by fuel networks (such as Voyager). Installation will include setting up the remote billing accounts. The work performed will be at the Fayetteville, NC VA Medical Center 2300 Ramsey Street, Fayetteville, NC, 28301. The solicitation will be issued as an "Invitation for Bid" (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures therein. The IFB will be a 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). The applicable NAICS code is 237120 with a size standard of $33.5 million. The IFB will be issued on or about July 22, 2014 and proposals will be due on or about August 22, 2014 at 2:00PM (EDT), at 6150 Oak Tree Blvd, Suite 300, Independence, Ohio, 44131. The Government intends to award a firm-fixed-price contract. The period of performance shall be 180 days from the Notice to Proceed issue date. This notice is not a request for competitive offers. Magnitude of Construction is expected to be between $250,000 and $500,000.
