This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The government intends to issue a Purchase Order in accordance with FAR PART 13.106 for the requirement under Simplified Acquisition Procedures. The solicitation number is 1134433 and this solicitation is issued as a Request for Quote (RFQ). The associated North American Industry Classification System (NAICS) Code is 334516 ‐ Analytical Laboratory Instrument Manufacturing; Small Business Size Standard is 500 employees. FSC Code is 6640. Small Business Size Standard is 500 employees. Acquisition is set-aside for small businesses. Contract Type: Commercial Item-Firm Fixed Price. REQUIREMENTS: Part I: General Information A. Introduction The U.S. Food and Drug Administration (FDA), Center for Biologics Evaluation and Research (CBER) has a requirement for eight (8) tissue culture incubators for use in a Bio-Safety Level 3 (BSL3) laboratory to include inside delivery, set-up and on-site operator training/familiarization. B. Background CBER conducts work with highly pathogenic influenza viruses in its BSL3 laboratories. Influenza viruses will be cultured in eggs and mammalian cells using the incubators. The incubators shall be suitable to house eggs and tissue culture flasks under varying temperatures, high levels of humidity, and different percentages of CO2 (range from 0 - 10%). The CO2 will be sourced from the building as there is not a CO2 tank in the room it will be installed in. The inlet for the CO2 (one inlet per stack) is within 2 feet from the incubator installation site at a height of approximately 6 feet on the wall. Part II: Work Requirements A. Technical Requirements The tissue culture incubators shall have a minimum of the following salient characteristics: 1. Shall be stackable (2 per stack). 2. Shall have C02 sensor with ability to control percent CO2 in the chamber. 3. Shall be air jacketed. 4. Shall use 115V power source. 5. Shall control contamination by use of an external HEPA filter or full sterilization cycle. 6. Shall have humidity display. 7. Shall have a decontamination mechanism. 8. Interior shall be at least 5.0 cubic foot with exterior dimensions: no more than 2.5 ft wide x 3 ft high x 3 ft deep. 9. Shall have a crevice free interior. 10. Shall have at least three (3) shelves. 11. Shall include a water pan that provides maximum surface area for water to evaporate. 12. Shall allow for the potential to remote monitor CO2 levels and incubator temperature. 13. Shall include leg levelers/castors. 14. Shall include a minimum of a 24 month parts and labor warranty. B. Installation and Training: The Contractor shall provide inside delivery and setup of the incubators at the address provided below, to include shipping. Upon setup of the incubators, the contractor shall provide on-site operator training/familiarization for up to four (4) attendees. Part III: Supporting Information A. Security Contractor shall deliver to the loading dock of building 52/72 on the White Oak campus where they will meet with the end-user who will show them where (in which building on campus) the incubators need to be installed. This will require security screening into the building. B. The quote shall provide information on any turn-key solutions, inclusive of all necessary supplies, equipment, components, sensors, shelves, fittings, encasements, adapters, software, accessories, etc. It is absolutely essential that quote contain sufficient technical data and literature to unequivocally demonstrate the proposed system meets or exceeds the stated requirements and that those systems will absolutely support FDA's stated need and intended application. Examples of envisioned technical information to be provided with quote are: descriptive material, technical specifications, literature, brochures. The Government is not responsible for locating or securing any information on the proposed products not identified in the offer. Failure to provide sufficient technical detail or a product that does not meet all the minimum requirements will result in the offer being technically unacceptable. Technical acceptability will be determined by review of technical information accompanying the quote. The lowest priced offer will be evaluated first.
