- Defense Contract Management Agency Request for Information (RFI) Legacy System Modernization OVERVIEW The Mechanization of Contract Administration Services (MOCAS) is an automated integrated contracts administration and entitlement system jointly managed by Defense Contract Management Agency ( DCMA) (65%) and Defense Finance and Accounting Services (DFAS) (35%). MOCAS supports DCMA Contract Administration Offices, DFAS Contract Pay, Procurement Offices and Funding Stations. MOCAS has been an enterprise solution supporting the management and payment of DOD contracts. First launched in the late 1950s the system is used for the administration, management, entitlement and disbursement of complex contracts. This valuable asset supports the management and payment of firm fixed price contracts, contract financing, cost reimbursable and multi-year contracts; including management of funds and multi-funded contracts and line items. The system provides capabilities for contract management; including support to source acceptance on contracts requiring higher level or specialized quality assurance requirements, administration of Government property furnished to contractors, management of contractor business systems, contract closeout, as well as other critical business functions. There are other interfaces, mid-tier and desktop modules coded in various other languages that also contribute to the collective functionalities of MOCAS. These are referred to as eTools or Sidecar Applications and are considered included when referring to “MOCAS” throughout this document. Relevant Specs: § MOCAS consists of both interactive on-line and batch system processing programmed primarily in the mainframe languages of COBOL and MANTIS to the extent of roughly 2 million lines of code § OS/390 v Z/OS § There are approximately 900 batch COBOL programs and 900 on-line Mantis programs that utilize the Cincom Supra database § MOCAS currently interacts with approximately 50 different interfaces to other DoD financial and contract writing systems § User access is currently facilitated by DISA MIAP from user PC to Mainframe via SSL Session on TCP/IP A single face to Industry for contract management functions, MOCAS has a worldwide user base of greater than 10,000. Payments from MOCAS represent a very large percentage of dollars paid to vendors by the Department of Defense. ABOUT DCMA DCMA is the Department of Defense’s (DoD) component that works directly with Defense suppliers to help ensure that DoD, Federal, and allied government supplies and services are delivered on time, at projected cost, and meet performance requirements. DCMA directly contributes to the military readiness of the United States and its allies, and helps preserve the nation's freedom. DCMA provides Contract Administration Services to the DoD Acquisition Enterprise and its partners to ensure delivery of quality products and services to the warfighter; on time and on cost. DCMA is a recognized leader of, and contributor to many of DoD's business reform initiatives. Those initiatives' goals are to improve the Nation's defense in the most economical and efficient ways possible. This involves managing 334,000 prime contracts valued at approximately $1.2 Trillion. DCMA is headquartered in Ft Lee, Virginia and currently employs approximately 10,500 civilian and military professionals worldwide. DCMA consists of over 50 Contract Management Offices (CMOs) with over 800 employee duty stations worldwide, working with over 19,000 Defense related firms. PURPOSE OF THE RFI The purpose of this RFI is to gather information pertaining to different approaches to modernizing mainframe legacy systems to support DCMA Contract Administration Offices, DFAS Contract Pay, Procurement Offices and Funding Stations through the DoD. At this time, DCMA is not seeking demonstrations of specific products, rather best practices and approaches for converting from a COBOL based legacy system to a completely integrated solution for contract administration support as well as contract pay in accordance with all Federal and DoD requirements and initiatives. RESPONSES TO THIS RFI All responses to this RFI should include the following: · Comprehensive overview of potential approaches to modernization · Matrixes of Pros and Cons of each method · Potential trade-offs of one approach to another · Specific examples of projects where these approaches have either been deployed or are currently in-work · Scope of projects · Environment (Federal Government, Private Industry, State/Local Government) · Timelines – actual and expected · Outcomes · Lessons learned from previous modernization projects · Methods and issues regarding data conversion · Alternatives to converting data · Method(s) of data conversion · Expected timelines based on similar scope in regards to lines of code · Suggested preparation · Assumptions · Recommended programming languages and/or technologies that can support high volume Government transactions · Code mining or other methods for extracting business rules and logic from legacy code · Timelines to expect for each stage of the process and overall timeline from start to finish · Change management approach · Expectations of the type and number of personnel required to be dedicated full time to the project · Suggested roles and responsibilities of the contractor and the Government · Implementation approaches – need for dual systems, transition timelines, options for converting in phases, etc. · Strategies for managing business process and organizational structure changes · Training approach for technical and business staff RFI RESPONSE SUBMISSION · In addition to the above; each response must contain: · An executive summary describing the content and scope of the proposed solution(s) · Company profile · Primary points of contact · Page Limit of Responses: 30 · Submit Responses to: DCMA Procurement Center 3901 A Ave, BLD 10500 Fort Lee, Virginia 23801 Luanne.Stamper@dcma.mil · Administrative questions concerning this RFI: Luanne.Stamper@dcma.mil DCMA will not entertain technical questions concerning the current legacy specifications of MOCAS as part of this RFI process.
