- The Space and Naval Warfare Systems Command (SPAWAR) in support of the Navy Marine Corps Intranet (NMCI) and Naval Enterprise Network Program Office (NEN) (PMW 205), intends to negotiate a sole souce contract to Ridgewood Technology Partners, LLC. (11800 State Road 5320 Reston, VA 20191) under the authority of 10U.S.C.2304 (C) and in accordance with FAR 6.302-1.This procurement will fulfill the ongoing program office engineering support efforts required for PMW 205 located at 1325 10th Street SW, Suite 301, Washington DC 20374. The anticipated award of the remaining effort is 1 September 2014 with an intended one year period of performance and one option year. This effort is inextricably linked to work previously performed by Ridgewood Technology Partners, LLC under N00039-13-C-0023 and would allow Ridgewood Technology partners to complete the final developmental module to the web-based support tool COMPASS coded for PMW-205. Ridgewood is the initial developer of the COMPASS tool, which was developed through collaboration with the Government as well as Ridgewood investment under NAVSEA contract #N00024-12-C-6309. COMPASS provides the Government access to unknown or lessor known IT vendors; visibility into a vast array of commercial technologies, products, services, and business models; and an automated analytics capable of turning vast amounts of data into insightful information. Ridgewood Technology has performed all of the prior engineering requirements, and has the requisite knowledge to complete the final module without duplication of the effort and cost to comprehend the full requirement, establish stakeholder relationships, obtain the technology, understand the business model and the associated use cases, and train the end users. The completion of this module will aid in planning NGEN contract technology refresh planning, creating the NGEN technology roadmap, competitive procurement requests for information, and development of an overarching IT Service Strategy (per ITIL/ITSM best practices). An Award Notice will be publicized, when applicable, along with the supporting Justification and Approval for Other Than Full and Open Competition (J&A), in accordance with Federal Acquisition Regulation (FAR) subpart 5.301, 5.303, and 6.305 under separate notice. The applicable NAICS Code is 541330 and FSC is B544. The Government is not soliciting proposals in response to this synopsis. However, since it is the policy of the Government to foster competition, any prospective offeror may provide information, which the Government will consider in its continued review of the sole-source nature of the requirement. The solicitation will be issued without further notice.
