- **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICIATION IS ISSUED ON THE DATE IDENTIFIED BELOW. SOLICITATION DOCUMENTS: The solicitation will be issued as a Request for Quote (RFQ) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will be available to download from this website on or about July 8, 2014. DESCRIPTION: The Contractor shall furnish all labor, supervision, equipment, transportation, and materials for the improvement of the electrical supply system on the Mad River Ranger District administrative site. The work shall include upgrading existing 200 amp metered service to 400 amp metered service, installation of new pull boxes, conduit and pull rope, construction of trench and backfilling, and installation of new 100 amp distribution panel. Work includes coordination with PG&E for the installation of new feeders and all final connections for new 400 amp underground source. Option item includes the installation of a new fire booster pump for the existing water distribution system. PROJECT LOCATION AND ACCESS: The project is located in Trinity County, in Mad River, California on the Six Rivers National Forest. From Eureka travel 21 miles south on Highway 101 to Highway 36. Travel approximately 48 miles on Highway 36 to Mad River, CA. The Mad River administrative compound is located to the left of Highway 36. PRICE RANGE: The price range is between $50,000 and $125,000. CONTRACT TIME: The estimated start work date is July 29, 2014. Contract time is 120 calendar days from the effective date of the Notice to Proceed. BONDS: A Payment Bond or Irrevocable Letter of Credit (ILC) in the amount of 100% of the contact price will be required of the successful contractor within 10 days of award. SITE VISIT: A pre-bid meeting is not planned at this time. However, it is strongly advised to interested vendors to thoroughly investigate the site to determine the full extent of the work. SET-ASIDE: This procurement is 100% set aside for small business. NAICS code 238210, with a size standard of $14.0 million average annual receipts. RESPONSE TIME: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than the date and time indicated on the solicitation. SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) prior to award, see solicitation documents for further details. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases. PLAN HOLDERS LISTS: The Interested Vendors List (IVL) on this site has replaced the Plan Holders Lists available in the past. To register as an interested vendor, select Register as an Interested Vendor and follow directions on the site. The IVL is the only such list maintained for this procurement.
