- Turfgrass Sod (reinforced with High Performance Turf Reinforcement Mat (HPTRM)) for the Armoring Program of the Lake Pontchartrain and Vicinity Project, Louisiana and the West Bank and Vicinity Project, Louisiana (Sometimes Jointly Referred to as the Greater New Orleans Hurricane and Storm Damage Risk Reduction System (HSDRRS)) Sources Sought Notice: W912P8-14-SS-0003 - Amendment 1 237 -- Heavy and Civil Engineering Construction/237990 -- Other Heavy and Civil Engineering Construction SYNOPSIS: This Sources Sought (market survey) is to evaluate the capabilities of sod farms for supplying large quantities (~ 3,000,000 sq. yds - total) of turfgrass sod which will be placed on and reinforced with synthetic high performance turf reinforcement mat (HPTRM) on the Hurricane Storm Damage Risk Reduction System (HSDRRS) levees. The Government will evaluate the responses to this survey to identify sod farms that could supply sod for the potential purchase (and delivery) of Bermudagrass sod to levee reaches in the HSDRRS mainly during the 2015 and 2016 construction time frame of the HSDRRS Armoring Program. Each of the following questions require a response in order for the Government to adequately survey the capabilities of sod farms to supply Tifway 419 Bermudagrass sod for the HSDRRS Armoring Program: 1.Are you a sod farm that grows, cuts and delivers the sod directly to customers? 2.Do you have the capability to produce and deliver during the growing year, a minimum of 30,000 sq yds per month within 3 to 4 months of Bermudagrass sod orders? 3.Do you have the capability to produce and deliver a minimum total of 120,000 square yards of Bermudagrass sod in one growing season? 4.Does your commercially grown Bermudagrass sod meet the Turfgrass Producers International (TPI) 1995 Guideline Specifications for Turfgrass Sodding (revised 2006) (GSS)? 5.Does your quote mark commercial grade quote mark sod, as defined in the TPI GSS, meet the following: a. contain no disease or insects; and b. have a thickness of attached soil layer of 3/4 inch to 1 inch thick classified as ML (silt) or CL (lean clay) according to USCS/ASTM D 2487; and c. have an overall total sod thickness of 1-3/4 inch to 2 inch thick; and d. have no weeds and/or patches of foreign grasses exceeding 5% of each sq. yd. of sod verified through digital analysis and/or field inspection before cutting; and e. have a minimum 90% soil coverage for each sq. yd. of Bermudagrass sod, which will be verified through digital analysis and/or field inspection before cutting. 6.Can your Bermudagrass sod be supplied in rolls, with a minimum width of 30 inches weighing a maximum of 1500 lbs per roll? 7.Can your Bermudagrass sod be delivered to a designated destination in the Greater New Orleans area within 24 hours of cutting and meet all state and Federal regulations governing shipment? 8.How many acres of Bermudagrass sod and soil meeting the above requirements are currently being grown? 9.What is the maximum number of acres that could be made available for growing Bermuda grass sod meeting the above requirements within 3 to 4 months of an order during the growing season? 10.What is the maximum sq. yds. of Bermuda grass sod meeting the above requirements could be delivered per month within 3 to 4 months of an order during the growing season? 11.What is the maximum sq. yds. of sod that the supplier has cut and delivered in one single month in the past five (5) years? 12.What is the maximum sq. yds. of sod that the supplier has cut and delivered in a single growing season in the past five (5) years? Bermuda grass sod farms shall also provide responses to the following: 1.Firm name, address, telephone/fax numbers, CAGE code, DUNS number, and proof of an active CCR registry, if applicable or available. 2.Identification of the company's size status (large business or small business). If small business, submit proper socioeconomic status, such as 8a, HubZone, Woman Owned, Service Disabled Veteran Owned). NAICS Code 237999 business size standard is not to exceed 500 each, if applicable or available. IMPORTANT: Responses shall be limited to no more than five (5) pages and received by the response time indicated below. This synopsis is for identification, evaluation and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited.
