- W912ES-14-T-0085 SF1449 RFQ/Solicitation The U.S. Army Corps of Engineers, St. Paul District is soliciting quotes for the purchase and delivery of Three Identical, Brand New Bobcat S510 Skid-Steer Loaders or Equal to be Delivered to Three Different Lock and Dam Locations, on the Mississippi River. There are also three (3) Bobcat 743 skid-steer loaders, one at each lock and dam location to be traded-in. The three identical new Bobcat S510 skid-steer loaders or equal must meet all specifications as listed in the Scope of Work (SOW). Solicitation number W912ES-14-T-0085 is issued as a 100% Small Business (SB) set-aside in accordance with FAR Part 19. Line Item 0001 is for the purchase and delivery of one (1) brand new Bobcat S510 skid-steer loader or equal by meeting or exceeding all requirements listed under specifications in the enclosed Scope of Work (SOW) for Lock and Dam #2 in Hastings, MN. Line Item 0002 is for the purchase and delivery of one (1) brand new Bobcat S510 skid-steer loader or equal by meeting or exceeding all requirements listed under specifications in the enclosed Scope of Work (SOW) for Lock and Dam #6 in Trempealeau, WI. Line Item 0003 is for the purchase and delivery of one (1) brand new Bobcat S510 skid-steer loader or equal by meeting or exceeding all requirements listed under specifications in the enclosed Scope of Work (SOW) for Lock and Dam #7 in La Crescent, MN. Line Item 0004 is for the combined trade-in value for the three (3) Bobcat 743 skid-steer loaders located at Lock & Dam #2, Lock & Dam #6, and Lock and Dam #7. If contractor quotes a trade-in price it will be deducted from the price of each new Bobcat S510 skid-steer loader at each lock and dam location (Line Item 0001, 0002, & 0003) upon award. F.O.B. destination is required. Contractors must quote on all line items. The quoted price shall include the cost of transporting and unloading to each destination site. Shipment shall be prepaid and made at the Contractor's expense. The same goes for transporting and loading of trade-in Bobcats 743 at each lock & dam site. The associated NAICS code is 423810 with a size standard of 100 employees. Offeror must create or currently be registered in the new System for Award Management (SAM) database at website http://www.acquisition.gov prior to award. This is a new website which takes the place of the Central Contractor Registration (CCR). A determination by the Government not to award based on the responses to this solicitation is solely within the discretion of the Government. However, quotes may also be faxed to Attention: Deborah Lawrence at 651-290-5706. Quotes may also be mailed to the U.S. Army Corps of Engineers, St. Paul District, Attn: Deborah Lawrence, Contracting Division, 180 Fifth Street East, Site 700, St. Paul, MN 55101-1678. All quotes must be inclusive of labor, materials, and freight. No additional costs will be enumerated after award. All requested information in the Notes to Offeror section of the solicitation must be supplied with the quote. Phone inquiries or requests for information will not be honored. All quotes are due no later than 11:00 a.m., CDT on Wednesday, 16 JULY 2014. This notice closes on 16 JUL 2014 at 11:00 a.m. CDT.
