Draft Statement of Work SOURCES SOUGHT NOTICE: Brand Name or Equivalent Eppendorf epMotion M5073c automated liquid handler system for the National Cancer Institute (NCI), Center for Cancer Research (CCR). Notice Number: SS-NCI-44428-25 Issued By: Department of Health and Human Services, National Institutes of Health, National Cancer Institute (NCI), Office of Acquisitions, Treatment and Support Branch, Riverside Five, 8490 Progress Drive, Suite 400, Frederick, MD 21701 Key Dates: Capability Statement Due Date: July 18, 2014 by 12:00PM EST This Small Business Sources Sought Notice (SBSS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this Sources Sought Notice is to identify qualified small business concerns including 8(a), HUBZone or Service-Disabled Veteran-owned business concerns that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned North American Industry Classification System (NAICS) code 423490 with a size standard of 100 employees is being considered. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ) through FedBizOpps. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The purpose of this acquisition is to purchase the brand name (or Equivalent) Eppendorf epMotion M5073c automated liquid handler system. Laboratories within the Laboratory of Pathology (LP) perform a research focused on understanding the expression of a variety of genes and proteins in numerous cancer cell types under a various perturbations, including cancerous-causing mutations, chemical and environmental stresses, and chemotherapeutic agents. Studies in this area often require high-throughput handling of large numbers of samples. An automated liquid handling system ensures fast experimental procedures in an automated manner that greatly reduces human error bias in sample preparation and handling, ensuring more accurate and reproducible experimental results. The Eppendorf epMotion M5073c automated liquid handling system described as follows: Material No Description • 5073000400 epMotion M5073c with UV/HEPA • 960060002 adapter customization level 2 This line item is for a custom made aluminum adapter that attaches to the top of the 96-place tube rack for Eppendorf safe-lock tubes. It functions to hold the lids open and vertical during operation of the instrument. • 960002148 epMotion reservoir rack • 960002318 Rack for 96 1.5/2.0mL • Please also see attached Draft Statement of Work If you have a product that is not the brand name, please provide a capability statement certifying whether you are able to provide the below salient characteristics: • Ability to transfer volumes of liquids between various tube and reservoir configurations, in particular, volumes in the ranges of 1ul up to 200ul, and configurations that include 1.5ml microfuge tubes, 96 well plates (including the capability to transfer liquids from 96 individual tubes), 384 well plates, and Fluidigm chip 96.96 formats • A system that can transfer a large range of sample types including buffers, enzymes, DNA, RNA, protein, bacterial samples, and mammalian cell samples • A system that can maintain samples over a range of cooled and heated temperatures and which can shake sample reaction volumes in an automated manner • UV sterilization and Hepa filtration to ensure sterility during liquid transfers • Hit-picking capabilities that can be programmed into the system for automated sample transfer • Must fit within a 26inch (66cm) by 25 inch (63.5cm) space • Reservoir rack • Custom made aluminum adapter that attaches to the top of the 96-place tube rack. It functions to hold the lids open and vertical during operation of the instrument. • Rack for 96 1.5/2.0ml • Please also see attached Draft Statement of Work How to Submit a Response: 1. Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the ability to perform the requirements of the notice described above. All proprietary information should be marked as such. Responses should include a minimum of a two pages demonstrating experience over the past two years meeting the requirements of this notice. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 2. Due Date: Capability statements are due no later than 12:00 p.m. EST on July 18, 2014. 3. Delivery Point: All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the unique specifications described herein. Written responses can be emailed to Kelly Fowler, Contract Administrator at Kelly.Fowler@nih.gov or mailed to the address located under Point of Contact. All questions must be emailed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and Online Representations and Certifications in the System for Award Management (SAM) www.SAM.gov.
