- Description
- USDA, APHIS, has a requirement to rebalance the HVAC system and modify controls at the Miami Animal Import Center located at the Miami International Airport. We are seeking interested sources from SBA-certified 8(a) small-business concerns that are capable of self-performing the following work: 1. Retro-commissioning of all existing HVAC systems and equipment, and commissioning of all new or modified HVAC systems and equipment including testing, adjusting, and balancing. a. Airflows at all equipment, outlets, and inlets. b. Hydronic (i.e., chilled water, condenser water) flows at all equipment. c. Conditions of air and water entering and leaving all coils and heat transfer equipment. d. Associated pressure, sound, vibration, and performance testing and measurement. 2. Adding an exhaust system in animal import area, cooling for data/telecom closet, and chilled water meter to PPQ building. 3. Modifying chiller, cooling tower, and chilled and condenser water controls and control sequences. 4. All associated work included in the above items. The estimated magnitude for this project is between $250,000 and $500,000. The North American Industry Classification System (NAICS) code is 238220 with a small business size standard of $14 million. This is not a request for proposals, but instead market research to determine interested 8(a) contractors who can self-perform this work prior to issuing a solicitation. The Government intends to restrict this solicitation by issuing it as a sole-source, 8(a) set-aside. The Government will not award a contract based on this Sources Sought Notice or the information received, nor will it reimburse participants for the information they provide. If you are an interested 8(a) small business concern, please provide the following information: 1) Small business name and point of contact; 2) DUNS number and CAGE code; 3) Evidence of 8(a) certification; and 4). A brief Statement of Capability (no more than three pages) which demonstrates the ability to meet the specialized work requirements above. Include any past performance information on contracts of similar size and scope, and indicate the degree of work self-performed. Also include past performance references with names and phone numbers. Electronic responses are preferred. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government. Responses are due no later than 12 p.m., Central Standard Time, on Wednesday, July 16, 2014, to the attention of James Roloff, Contracting Officer, via e-mail to james.g.roloff@aphis.usda.gov.
