- J&A The Naval Air Systems Command issued a modification to a Firm-Fixed Price delivery order 0031 under the Basic Ordering Agreement N00019-10-G-0006 to Raytheon Company for supplies and services associated with Engineering Change Proposal (ECP) 0035 STEP 2 Electro-Optical (EO) Daylight Operations Improvement, in support of the F/A-18 aircraft ATFLIR Pods. The modification included procuring 48 'A' Condition retrofits to the Electro-Optical Sensing Units (EOSU). The procurement was procured under the authority of 10 U.S.C. 2304(c) (1) and FAR 6.302-1,' Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements. Raytheon Company has the requisite radar knowledge, experience and is the sole designer/developer and manufacturer of the F/A-18 ATFLIR Pods.
