Introduction: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources, (2) whether they are small businesses; HUBZone small businesses, service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Background: The Addictions Institutional Review Board (IRB) at the National Institute on Drug Abuse (NIDA) Intramural Research Program (IRP) reviews and approves clinical research in accordance with Federal and NIH requirements. The IRB serves to protect the rights and safeguard the welfare of human subjects involved in research. This includes planning, implementing and managing the conduct of the Addictions IRB, which oversees protocols from the National Institute of Drug Abuse, The National Institute of Alcohol Abuse and Addiction, and protocols from the NIH Clinical Center. In order to carry out this mission, and to meet the strict regulatory requirements imposed by NIH, the Office of Human Research Protections and 45 CFR 46, all IRB meeting proceedings must be carefully documented. NIDA IRP Addictions IRB meetings are highly scientific in nature and often include sensitive and highly confidential information. Purpose and Objectives for the Procurement: The purpose of this potential requirement is to procure meeting transcription services in support of the NIDA IRP Addictions IRB. Project Requirements: The Contractor must be able to provide the following: 1. The Contractor shall provide staff to provide transcription services and to take detailed minutes at NIDA IRP Addictions IRB meetings. The Contractor shall be responsible for all materials and/or equipment necessary to provide the transcription services and associated deliverables (for example pen and paper, word processing software, e-mail and internet connection, etc.). 2. The Contractor shall provide a regular contractor employee to provide the required transcription services as well as back-up personnel in the event the regular contractor employee is unavailable. The regular contractor employee shall be considered key personnel. 3. The Contractor shall be available to provide transcription services and to take minutes at the Addictions IRB once a month. Monthly meetings shall be held on Tuesdays beginning at 1:00 PM EST and continuing until the full meeting agenda has been reviewed. The meetings usually end between 5:00 PM and 7:00 PM EST and shall last no more than six (6) hours. There will be a total of twelve (12) regularly scheduled Addictions IRB meetings per year and a meeting schedule will be provided to the Contractor following award. 4. The Contractor shall be available to provide transcription services and to take minutes at occasional ad hoc Addictions IRB teleconference meetings. Ad-hoc teleconference meetings shall occur no more than twice a year and shall be up to two hours in duration each. Ad-hoc teleconference meetings will be held during normal business hours and a dial-in number will be provided. 5. Prior to each Addictions IRB meeting, the Contractor shall prepare by reading all of the protocol actions to be reviewed and preparing a minutes template specifically for that meeting in advance. A list of the protocol actions to be reviewed shall be provided to the Contractor ten (10) days in advance of the meeting via email. Project Deliverables: The Contractor shall provide the following deliverables during the purchase order period of performance: 1. The Contractor shall provide a transcription copy of each Addictions IRB meeting via email to the NIDA COR by 5:00 PM EST two days after each meeting. a. Transcriptions shall include a list of all meeting attendees and absentees, the meeting location, the date of the meeting and the meeting start and end time. b. Transcriptions shall include succinct presentations of all discussions, deliberations, dispositions, votes, recusals, absences from votes, and stipulations and recommendations. c. Transcriptions shall be prepared in accordance with Federal and National Institutes of Health regulations (including the Privacy Act, HIPPA, etc., as applicable) as well as in accordance with the directions of the NIDA COR. The format required to be in compliance will be discussed with the contractor following receipt of award. The transcription format will be set with consideration for efficiency of as-necessary-redaction in the event of Freedom of Information Act requests. 2. Should the Contractor take meeting minutes or other notes by hand, all notes must be provided to the NIDA COR in hard copy at the next IRB meeting. Government Furnished Property: The contractor will be provided with no-cost parking at the place of performance as well as space to sit during the Addictions IRB meetings. No other Government Furnished Property shall be provided. Privacy: The contractor will not disclose any information from the Addictions IRB meetings to anyone not directly connected with the Addictions IRB process and must protect all sensitive and confidential information. All hard copy minutes, notes, etc. taken at any meeting must be turned in to the NIDA COR at the following meeting. Anticipated Period of Performance: The anticipated period of performance shall include a base period and one optional period. The anticipated base period of performance shall be August 13, 2014 through August 12, 2015. One optional period of performance from August 13, 2015 through August 12, 2016 may or may not be exercised at the sole discretion of the Government. Capability Statement: Contractors that believe they possess the ability to provide the required services should submit documentation of their ability to meet each of the project requirements to the Contract Specialist. Contractors must provide their Company Name, DUNS number, Physical Address, and Point of Contact Information. Interested organizations are required to identify their type of business, applicable North American Industry Classification System Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. All capability statements sent in response to this Sources Sought Notice must be submitted electronically (via email) to Lauren Phelps, Contract Specialist, at Lauren.Phelps@nih.gov in MS Word format before the closing date and time of this announcement. All responses must be received by the specified due date and time in order to be considered. Note: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, pre-solicitation and solicitation notices may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The solicitation release date is pending. The Government intends to negotiate a fixed-price purchase order.
