Description
In accordance with Section 3.2.2.4 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), the purpose of this announcement is to inform industry of the basis for the FAA's decision to contract on a single source basis. The FAA intends to award a contract to Georgia Tech Applied Research Institute (GTRI) of Atlanta, Georgia, in support of ongoing investigating for active phased array radar (PAR) as a potential replacement for the government aging radar system fleet. GTRI has been performing similar work for the FAA since October 2009, and this contract is intended as a continuation of that work. GTRI ™s Sensors and Electromagnetic Applications Laboratory (SEAL) have a broad background and are uniquely qualified with in-depth knowledge in researching phased array radar concepts and antenna properties. This includes assisting the Missile Defense Agency and the U.S. Navy with determining cost-effective solutions for next-generation missile defense radars, to include requirements analysis and definition and SOW generation. GTRI/SEAL has also performed next-generation phased array radar research for tactical and weapons location radars for the U.S. Army. GTRI possesses all the necessary phased array radar and system engineering expertise, as well as existing computer simulation programs for performing detailed analysis of candidate phased array antenna architectures. It is anticipated GTRI will provide subject matter expertise during proposal evaluations as well as to evaluate contractor designs as they evolve. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm ™s capabilities and experience in providing the services outlined above. The FAA will evaluate this information accordingly.
