Description
This notice serves as a pre-solicitation notice / procurement synopsis for the High Speed Anti-Radiation (HARM) Targeting System (HTS) Gimbal Rate Sensor and Control Replacement. The Armament Directorate (AFLCMC/EB), Lethal SEAD/DEAD Branch (EBAS) intends to award a sole source contract to Raytheon Company, Missile Systems, 1151 E. Hermans Road, Tucson, AZ 85706-9367. The purpose of this effort is to complete qualification, integration, and factory planning for a dual-axis rate sensor sub-assembly that can be used as a replacement for the existing single-axis rate sensors for all pod deliveries. This notice covers all CLINs under the proposed contract. The anticipated contract type for this effort is Cost-Plus Fixed Fee (CPFF). The contract award is planned in Jan 2015 with a 24 month performance period. The estimated value of this contract is $3.8M. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (a) (2) (iii), Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. A commercial off-the-shelf dual-axis rate sensor has been identified that meets the HTS pod requirements. An on-going effort identifying control and interface requirements will complete requirements documentation, Preliminary Design Review, Proof-of-Design (POD) testing, and will culminate with an Integration Test Results Review (ITRR) in late 2014/early 2015. This dual-axis rate sensor replacement provides the needed capability with inherent improvements in reliability and decreased sustainment cost to ensure the availability of updated rate sensors for HTS pod repair to 2025 and beyond. The work identified in the Statement of Work continues Raytheon's previous internal efforts, and provides an updated rate sensor and control system that can be incorporated into factory planning and system drawings. Applicable system requirements will be verified through test and analysis. Negotiations are expected to begin early-Dec 2014. The NAICS Code/Size Standard is 811219/$19M.
