- THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. Department of Homeland Security, Customs and Border Protection (CBP) intends to negotiate with Prosolia Inc., 351 W. 10 th St., Indianapolis, IN 46202 for a Omni Spray ® Ion Source 1-D for the Sciex 4000 Q-Trap Mass Spectrometers, on a sole source basis, pursuant to FAR 13.106-1(b), Soliciting from a single source. CBP Laboratory and Scientific Services Springfield, VA has a requirement for the procurement and installation of a Omni Spray ® Ion Source 1-D for the Sciex 4000 Q-Trap Mass Spectrometers. This DESI Ion Source which can be incorporated with mass spectrometer for rapid analysis of various imported merchandise. The compatibility of DESI with MS makes it possible to generating ions mass chamber therefore the mass spectra can be recorded in seconds with minimum sample preparation. This revolutionary cutting-edged technology will dramatically reduce the labor intensity and turnaround time as comparing with traditional analysis. It will be extremely important for CBP laboratories in analyzing of current epidemic designer drugs. The instrument will aid CBP in its mission to efficiently facilitate legitimate international trade while protecting the United States of America from dangerous, contaminated, adulterated, illegal substances, etc. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the size standard is 500 employees. The Government intends to solicit and negotiate directly with Prosolia Inc. No solicitation package will be issued. This notice is not a request for competitive proposal. It is anticipated that the order will be awarded to Prosolia Inc. on or about July 18, 2014. If any interested person believes it can meet the above requirement, they may identify their interest and capability via e-mail. The capability statement must include sufficient detail to allow the Government to determine if the party can perform the requirement. All responses may be e-mailed to dione. shelton@cbp.dhs.gov. Verification of receipt of response is the sole responsibility of the interested person. A determination by the Government to compete this requirement based on any responses received is solely at the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no responsive statements are received by July 17, 2014 at 12:30pm EDT, an award will be made to Prosolia Inc.
