- NSN: 9410-01-456-2020 Specification: No award will be made to an offeror who at the time of award is not on the state approved list of Energy Services Companies (ESCOs) in the state in which award is to be made. NAICS Code: 221112 Estimated Quantity: 1,400,312,606 kWhs Destination Information: Electricity and ancillary services, for ultimate transfer to Navy facilities located in the District of Columbia, Maryland, Pennsylvania, New Jersey, and Illinois (PJM ISO). Delivery Schedule and Duration of the Contract Period: The Government is soliciting offers for 24 months (meter read date in December 2014 through the meter read date in December 2016) except for line items 0005 and 0006 (NSA Philadelphia and Philadelphia Depot Mechanicsburg). A 23-month delivery period (from meter read date occurring in January 2015 to the meter read date occurring in December 2016) is required. This is a synopsis for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information; proposals are being requested and a written solicitation will not be issued. This announcement and the document constitute the only solicitation. The solicitation will be issued as a Request for Proposal (RFP) and has incorporated provisions and clauses as in effect through Federal Acquisition Circular (FAC) 2005-74. Additional requirements may be added by amendment. All responsible sources may submit a proposal, which shall be considered. Contract Type: Requirements Type Contract utilizing Locational Marginal Pricing (LMP) The solicitation will be made available to interested parties through: https://www.fedbizopps.gov/. For all Small Business issues, please email dla.energy.osbp@dla.mil. Question and Answer Period: The Government is providing a formal question and answer period prior to the closing of the RFP on August 5, 2014. All questions must be submitted in writing by July 23, 2014, no later than 3:00 pm EST. Questions can be sent to dlaenergy.eteam@dla.mil. The Government will provide answers to all prospective offeror(s) via a formal Amendment to the solicitation.
