Description
THIS IS A PRE-SOLICITATION NOTICE FOR INFORMATION ONLY: THIS IS NOT A REQUEST FOR PROPOSAL. The solicitation will be posted on or about July 25, 2014. Responses will be due on or about August 23, 2014. All potential sources must obtain a DUNS number, a cage code and be registered in the System for Award Management (SAM) at httphttps://www.sam.gov/public/SAM This requirement is not a set-aside This notice is posted in accordance with FAR 5.203(a) Project: Fire Sprinkler Replacement Location: 501 Felix Street, Fort Worth, Texas GSA has a requirement for a fire sprinkler system replacement / upgrade. The selected contractor will serve as the prime contractor and subcontract the other portions of work they are not licensed to perform (electrical, fire alarm). The work is for 12 bays D and E (80,000 sq-ft) and warehouse 9 bays C and D (80,000 sq-ft). The project may be expanded to include up to a total of 360,000 sq-ft of warehouse space should additional funding becomes available before or after the time of contract award. The Contractor shall have NICET Level IV or V certified technician in Automatic Sprinkler System Layout and/or a Registered Fire Protection Engineer. The work to be performed under this contract will consist of the following: Underground Fire Line: Replace existing 6-inch line with 8-inch.(1 for each warehouse 9 and 12) Fire Pump: Installation of new 1,500gpm fire pump and all 6 system risers within the new pump room. (1 for each warehouse 9 and 12), Note that the fire pump controllers have been provided by GSA Electrical Sub-contract: Provide electrical power to each fire pump from the existing controller. Fire Alarm: Replace fire alarm panels for warehouse 9 and 12. New fire alarm panels are to be installed in the fire pump room. Hook up monitoring points from fire pump room. (sprinkler system and fire pump.) Also reconnect existing NAC & SLC circuits to new fire alarm panel. Demolition of existing fire sprinkler systems: Warehouse 9 - Bays C and D. Warehouse 12 -Bays D and E Fire Sprinkler System: Install new ESFR fire sprinkler system in warehouse 12 bays D and E (80,000 sq-ft) and in warehouse 9 bays C and D (80,000 sq-ft) Add on Options dependent upon funding. Option 1: Warehouse 12 Bay A (40,000 sq-ft)-Demolition of existing fire sprinkler system. Install new ESFR fire sprinkler system Option 2: Warehouse 12 Bay B (40,000 sq-ft) - Demolition of existing fire sprinkler system Install new ESFR fire sprinkler system Option 3: Warehouse 12 Bay C (40,000 sq-ft) - Demolition of existing fire sprinkler system Install new ESFR fire sprinkler system Option 4: Warehouse 12 Bay F (40,000 sq-ft)- Demolition of existing fire sprinkler system Install new ESFR fire sprinkler system Add Option 5: Warehouse 9 Bay F (40,000 sq-ft)-Demolition of existing fire sprinkler system Install new ESFR fire sprinkler system Add Option 6: Provide new Fire alarm notification appliances in each bay of warehouse 12. Bid Bonds are required at a rate of 20% of the bid price. The Period of performance for this contract will be 133 calendar days. Liquidated Damages at a rate of $120.00 per day will be assessed for any delays not approved or agreed upon by the Government. Performance and Payment bonds will be required at 100% of the contract value. The estimated dollar magnitude for this contract is between $500,000.00 and $1,000,000.00. The applicable NAICS code is 238220. The contract will be a firm fixed price and the award will be made on the Best Value to the Government. The Government reserves the right to make an award on other than the lowest price.
