Description
Sole Single Source Justification Contracting Office Address Department of Health and Human Services, National institutes of Health, National Institutes of Health (NIH), National Institute of Diabetes and Digestive Kidney Diseases (NIDDK), 6707 Democracy Boulevard, II Democracy Plaza, Suite 700W, Bethesda, Maryland 20892. Description National Institute of Diabetes and Digestive Kidney Diseases (NIDDK intends to procure on a sole source basis with Miltenyi Biotec Inc., 2303 Lindberg Street, Auburn, CA 95602. The National Institutes of Health (NIH), National Library of Medicine (NLM), NIDDK, Liver Disease Branch (LDB) Immunology Section studies the immune response of patients with liver disease. The immunology section also performs immunological studies in mouse models of liver disease. For these studies, it is necessary to isolate specific immune cells subsets at high purity. A magnetic cell separation system is needed to allow for positive selection or depletion of cells and biomolecules without affecting their function or viability. The magnetic cell separator needs to be automated and capable of separating and labeling six biological samples for positive or negative selection sequentially without the need of user intervention. The isolated cells are needed directly for cell culture, flow cytometric sorting analysis, functional studies, or transplantation without detaching the magnetic beads. The system also needs to be usable for rare event isolation and small sized particles. The instrument will replace an older Automacs model, which will be phased out and not serviced anymore by the vendor. The Automacs system is proprietary and Miltenyi Biotec, Inc. is the sole source. The new instrument needs to be compatible with the old one to allow consistency in the preparation of cell subsets for research and publication and to allow the continued use of accessory materials and supplies, such as columns, magnetic beads, etc. The equipment is to be installed is in building #10, Room 9B16A. The vendor will break down and take away the old equipment and provide set-up, installation and training free of charge. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 325413 and the business size standard is 500. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type contract. The period of performance shall be twelve (12) months from date of award. This is not a solicitation for competitive quotations. However, if any interested party believed they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NIDDK Acquisitions Branch on or before 11:00 AM EST on Monday, July 21, 2014. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the DK Acquisitions Branch to the address stated above. All questions must be in writing and can be faxed to 301-480-4226 or emailed to Linda Smith, Contract Specialist, Linda.Smith2@nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractor must be registered and have valid certification in the System for Award Management (SAM) [formerly CCR] http://www.sam.gov. No collect calls will be accepted.
