SOURCES SOUGHT General Information Document Type:Sources Sought Notice Response Date:Tuesday, July 15, 2014 at 12:00 p.m. EST NAICS Code:334516 ANALYTICAL LABORATORY INSTRUMENT MANUFACTURING Contracting Office Address National Park Service, WASO-WCP, PO Box 25287, MS WCP, Denver, CO 80225 Description This SOURCES SOUGHT NOTICE is issued to obtain small businesses qualified in providing: We require state-of-the art pH sensors that are robust, stable, and precise for monitoring ocean water pH in an open, wave-swept coastal setting. The pH sensor must be capable of data-logging, scheduling and have an internal battery pack allowing for autonomous deployment for over a month in the marine environment. Specific features and specification are as follows: 1.The instrument shall be capable of working in freshwater, brackish water, and seawater. 2.The instrument shall use ion sensitive field effect transistor (ISFET) technology for pH measurement. 3.The instrument shall have a measurement range of 6.5-9.0 pH units 4.The instrument pH measurement accuracy shall be at least 0.05 with a precision of better than 0.001. 5.The instrument pH measurement stability shall be at least 0.005/month 6.The instrument shall be programmable, with an internal memory of at least 2 GB. 7.The instrument shall be able to operate in three different modes: Continuous mode - with samples at ~ 0.3 HZ; Scheduled mode operating on an internally stored, user-programmable schedule; Polled mode responding to data logger commands. 8.The Instrument shall be capable of sample averaging, calculating the mean of 1-100 samples. 9.The instrument shall be capable of operating in a self-powering mode from an internal power supply for at least 90 days with a 20-minute sampling interval. 10.The instrument shall have a memory capable of storing at least 8,700 individual readings. 11.The instrument shall have an internal, replaceable battery pack, with spare battery packs to extend field deployment. 12.The instrument shall also have an external power supply for laboratory operation/calibration. 13.The instrument shall be able to communicate via both USB and RS-232 interfaces. 14.The instrument shall be able to operate to a depth of at least 50 meters. 15.The instrument shall have a temperature range from 0 to 55 deg C and a salinity range from 30 to 45 PSU. 16.The instrument shall not exceed 4.5 in diameter, 20 in length, and 10 lbs. in weight. 17.Loss of battery power shall not cause loss of memory. 18.The instrument shall be supplied with a user-friendly software program providing instrument communication and data processing. 19.Software shall be capable of supporting live instrument readings, instrument calibration, and recording information for quality assurance and quality control. 20.Software shall be capable of configuring and operating the pH sensor for deployment scenarios. The software shall manage on-board data storage, data processing, and collection modes. Additionally the software shall capture and plot real time data for pre-deployment checks and interactive profiling casts. 21.Software shall be able to re-process logged pH data using ancillary temperature and salinity inputs to improve accuracy. 22.The software shall be compatible with Microsoft Windows 7 23.Each instrument should include a robust, shock resistant carrying case and a bio-fouling guard This survey is to determine the capability of small business sources and the availability of commercial sources and services pursuant to FAR Part 10. The Government will not reimburse contractors for any cost incurred for their participation in this survey.
