- The Philadelphia Office of FLC Norfolk Contracts Department is purchasing bus transportation services from Norfolk, VA to various east coast destinations such as New York, Virginia, Pennsylvania, Washington, DC, etc. in support of the National Defense University. This contract action is anticipated to be a firm fixed price contract. This solicitation will be issued as a commercial RFQ in accordance with FAR Parts 12 and 13. This requirement will be solicited as 100% small business set-aside. It is anticipated that the solicitation will be available for download on or around 14 July 2014 with a closing date of 21 July 2014 at 9:00 AM Eastern Standard Time, unless a later date is specified in the solicitation. The RFQ will be posted on the Navy Electronic Commerce Online (NECO) web link at https://www.neco.navy.mil and will also be available for download at http://www.fedbizopps.gov/. The requirement will utilize lowest price responsive/responsible evaluation. The NAICS code applicable to this procurement is 485510. The size standard is $14.0M. The period of performance is 1 year from date of award with first bus trip on 5 September, 2014. This requirement is a 100% set-aside to small business. The solicitation number is N00189-14-T-Z285.
