Justification for Other than Full and Open Competition Combined Synopsis/Solicitation **PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED** This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most current information in reference to this acquisition. The National Highway Traffic Safety Administration (NHTSA), Office of Acquisition Management (OAM) is issuing this solicitation, Purchase Request: 14-00930, as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-74 effective 30 May 1, 2014. This requirement will be awarded as a commercial item under the procedures outlined in FAR Part 12. The NHTSA intends to award a Firm-Fixed price, Sole Source purchase order to: Trustees of Indiana University 980 Indiana Ave., RM 2232 Indianapolis, IN 46202-5130 This purchase order will be issued in accordance with 10 USC 2304(c) (1) and FAR Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This determination was made based on Market Research conducted for this acquisition. The proposed contract action is for equipment which the Government intends to purchase after negotiating with the stated Offeror. However, all interested and responsible sources may submit a capability statement or quotation which will be considered by the agency. As this is not a request for competitive quotes, the Government reserves the right not to compete the proposed purchase order based on responses received to this notice. All offorers who can provide the stated brand name or equal should submit a proposal (quote) outlining its technical capability, lead time and proposed price for consideration. The North American Industrial Classification System (NAICS) code for this procurement is 541712, "Research and Development in the Physical, Engineering, and Life Science (Except Biotechnology", with a small business size standard of 500 Employees. The Product Service Code for this procurement is AT44, "R&D - Other Transportation: Passenger Safety and Security (Engineering Development." This sole source award is a 7 month purchase order that will enable Trustees of Indiana University to deliver the items and ensure that the Government is able to receive, inspect and accept the equipment. TECHNICAL SPECIFICATIONS SECTION C DESCRIPTION/SPECS./WORK STATEMENT C.1. Background NHTSA has completed a 30-month Pedestrian Collision Avoidance Mitigation (PCAM) cooperative research project with the Crash Avoidance Metrics Partnership (CAMP) to develop test equipment, objective test procedures, and potential measures of performance for PCAM technology. This project is a follow-on research effort to CAMP's Crash Imminent Braking (CIB) project that developed performance tests for vehicle technologies that sense and automatically brake a vehicle to avoid or mitigate rear-end crashes. The CAMP team consists of three automakers and two first-tier automotive suppliers. Based on the results of the CAMP work, NHTSA/VRTC will perform an evaluation of the PCAM test procedures using several contemporary vehicles equipped with PCAM technology. This will be done independently by NHTSA; however it will be based on the pre-crash scenarios determined by Volpe and the test maneuvers recommended by CAMP. This testing will collect data to support the FCAM team. This data will be used for objective test development, benefit estimates, and effectiveness. Objective test procedure development within NHTSA continues and is expected to be completed in early 2016. This will include refined crash data analysis, a final set of test procedures, specifications for the motion control system, specifications for both an Adult and Child test mannequin, and performance criteria. C.2. Objective and Scope NHTSA is currently evaluating a number of different test mannequins that are being used to conduct PCAM test by others including Euro New Car Assessment Program (NCAP). This includes static pose-able mannequins (adjustable legs and arm spacing but do not move while testing) and articulated mannequins (arms and legs move like a real human) as well as child mannequins. The main objective of this purchase order is to develop repeatable methods for objectively testing advanced crash avoidance and crash mitigation PCAM systems. NHTSA would like to evaluate their test methods using a further developed Transportation Active Safety Institute (TASI) adult and child mannequins. NHTSA is requesting a copy of the adult and child mannequins with a few design modifications. Specific Tasks: The contractor assigned staff that will provide direct technical support to Tasks 1, 2 and 3 shall be well-versed in the area of computer vulnerabilities, automotive electronics, wireless communication, and automotive network communications. The contractor assigned staff shall conduct research on vehicles that are both stationary and moving on a test track. The contractor assigned staff shall be aware of previously identified security risks that have been published and/or documented to the media or government Task A: Kick-off Meeting Within two weeks of the effective date of the contract award, the Contractor shall participate in an initial project meeting with the Contracting Officer Representative (COR TO), other NHTSA staff at VRTC and the Contracting Officer (CO) via teleconference. This meeting will cover the flow of information/award and any other questions that need to be addressed upon award. Task 1: Review Mannequin Base Design and Modifications with NHTSA NHTSA is in need of an adult and child 3D Strikeable Articulated Mannequin that can mimic arm and leg movements like a real human. Based on technical papers and presentations provided by TASI, the base mannequin design has the following performance capabilities: •· Crash tested at speeds less than 20 mph. •· Motor driven joints at hips and shoulders •· Passive joints at elbows and knees •· Leg motion 1 cycle per second representing 1.5 m/s walk •· Guide wire harness for overhead motion platform •· Battery powered •· 5-10 minute setup time following a crash •· Body skin tuned for automotive radar 77 GHz •· Wireless communication with mannequins NHTSA's Vehicle Research and Test Center (VRTC) have performed extensive PCAM testing using strikeable, non-articulated, pose-able foam mannequins. During these evaluations NHTSA has realized that the arms and legs of the mannequins are subject to large forces when stuck. NHTSA is concerned that if motor driven joints do not decouple during an impact further damage will occur. NHTSA also has the capability to move the mannequin across the test coarse from an overhead or ground based motion platform. Test method sensitivity can be evaluated by both types of motion therefore; NHTSA requires a mounting strategy for both types of motion platforms. NHTSA has also observed during testing that the mannequin can decouple from the platform and fall to the ground during acceleration/deceleration, wind gust, and the puller motor abruptly stopping due to a torque limits. NHTSA would like to implement crash detection to stop leg and arm motion when the mannequin would hit the ground. NHTSA is requesting the following modifications to the mannequin base design: •· Decoupled joints at motor driven hips and shoulders. •· Mounting option for ground based motion. •· Crash detection to disable leg and arm motion. NHTSA recognizes weight of the mannequin will increase by a few pounds with the addition of the decoupled joints and mounting option for ground based motion. NHTSA shall provide information about their ground based motion platform mount to the contractor. Contractor Assigned Staff shall: Present a briefing on the analyses of the mannequin design modifications to the Contracting Officer's Representative (COR) and other NHTSA staff at the NHTSA Vehicle Research and Test Center in East Liberty, Ohio. Milestones: Complete the analyses of the mannequin design modifications. Deliverables: PowerPoint presentation discussing NHTSA proposed mannequin modifications. Electronic copies of all briefing materials shall be provided prior to the presentation of the design review. Schedule for Task 1: T h is task sh a l l be co m plet e d not m ore than 1 month after award of t h is Purchase Order. Task 2: Build Mannequin Base with NHTSA Approved Modifications The Contractor shall receive written authorization from the COR (TO) to proceed with Task 2 upon successful completion of task 1. The Contractor Assigned Staff shall: •· Build one (1) adult mannequin base with design modifications specified in Task 1. •· Build one (1) child mannequin base with design modifications specified in Task 1. Milestones: •· Complete one (1) adult mannequin base with design modifications. •· Complete one (1) child mannequin base with design modifications. Task 3: Test Track Evaluation The Contractor shall send appropriate Contractor personnel to VRTC in East Liberty, Ohio, for 1-2 days to assist with NHTSA test track evaluation. The purposes of this testing is: •1. Demonstrate the mannequin works as designed. •2. Support NHTSA in learning how to operate the mannequin. NHTSA will use 2 test scenarios to evaluate the mannequins. •· Mannequin Moving: Vehicle heading straight with mannequin crossing path •· Mannequin Stationary: Vehicle heading straight with mannequin stationary in center of test lane facing lateral to test vehicle. Test Procedure: •1. A test lane will be marked with bot dots. •2. Test vehicle will accelerate to the test speed and maintain. •3. Platform motion will be setup so that the test vehicle will impact the mannequin in the center of the test lane if no braking intervention has occurred. •4. Tests driver will be instructed to stop the vehicle after impact to avoid driving over the mannequin. The contractor shall demonstrate the following mannequin capabilities: •· Leg and arm motion cycle is adjustable for a range of mannequin motion up to 6 mph. •· Mannequin can be hit 3 times in a row by a passenger car at 25 mph and should not sustain permanent damage. •· Leg and arm joints decouple when subject to large forces. •· Wireless communication for triggering leg and arm motion should work when the test vehicle is approximately 100 feet away from the mannequin. •· Setup time between impacts should be under 5 minutes. •· Battery is sufficient to conduct 40 tests that require leg and arm motion for 5 second intervals with 5 minutes between tests (3.3 hours). •· Battery can be easily changed •· Detectable by camera, radar, and lidar. NHTSA will not assess the stability of the mannequin on the platform for these tests. NHTSA recognizes additional tuning of the pole and magnetic base might be necessary to achieve stability during motion. Technical Capability and Price shall be contained in one volume. Offers must include the following information: •1. The solicitation Number •2. A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. The following information should be included in the PRICE QUOTE: The price quote should be structured to mirror the layout as featured in TECHNICAL SPECIFICIATIONS and are ASSUMPTIONS AND CONDITIONS Contractors are expected to perform all tasks associated with the Technical Capability Statement contained herein. Contractors specifying any assumptions, conditions, or exceptions in their quotes which are not agreeable to the Government may be considered non-responsive and rejected. FAR 52.212-2 Evaluation - Commercial Items (Apr 2014) (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers (listed in descending order of importance): •1. Technical Capability •2. Price •3. Past Performance - The Government shall consider information obtained through the Past Performance Information Retrieval System (PPIRS). Past performance will be utilized to determine the quality of the Schedule Contractor's past performance as it relates to the probability of success of the required effort. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will not be evaluated favorably or unfavorably on past performance. When combined Technical Capability and Past Performance are more important than price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
