- The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 6.302-1 to Harvard University School of Public Health (Harvard), 677 Huntington Avenue, Boston, MA 02115, to provide research and development services in support of a noise induced hearing loss (NIHL) study in support of Naval Medical Center San Diego (NMCSD), San Diego, CA. This study will genotype Range Safety Officer saliva samples to conduct a Genome-Wide Association Study (GWAS). This includes performing a full GWAS pilot phase from the 100 saliva samples collected under the Range Safety Officer Study shipped to the laboratory for analysis. This study will also determine Single Nucleotide Polymorphisms (SNPs) related to long term impact noise exposure. This work will determine the affected pathways utilizing computer modeling and advanced bioinformatic tools for analysis of identified SNPs in biochemical pathways associated with long term noise exposure and NIHL. This objective will place the GWAS SNP data in context with the NIHL interactome map derived from multiple databases sources. The period of performance will be for 12 months and has an estimated value of $277,659.55. The lab must be able to perform a genome wide genetic analysis to look at segments of DNA for variances that may account for noise induced hearing loss susceptibility. The lab must be able to perform this process on a large number of samples sent in small sample aliquots and must be able to complete the physical analysis along with the interpretation of the data in a timely manner. Harvard has been identified as the only responsible source that can successfully complete these requirements. Market research determined that there is no commercial service or item available that will satisfy the Government requirement and that Harvard possesses the unique technological capability and expertise needed to successfully accomplish the requirement. As such, Harvard is the only source capable of providing the expertise needed to perform the required analysis for this study. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All capability statements received by 12:00 PM Eastern Time, 24 July 2014 will be considered by the Government. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to NMLC-Research@med.navy.mil and shall reference "N00259NIHLGWAS" in the subject line.
