- 14RWM64_syn This synopsis is being posted to the Federal Business Opportunities (FedBizOpps) page located at http://www.fbo.gov. The Naval Surface Warfare Center Crane Division plans to enter into a five year Basic Ordering Agreement (BOA) with Lockheed Martin Sippican, 7 Barnabas Road, Marion, MA. The unpriced BOA will have a ceiling of $9,167,000. The Statement of Work within the BOA will cover Research and Development, Engineering Technical Services, Test and Evaluation, test equipment, Logistics and Configuration Management, Spare Parts, Ordnance Alterations, Maintenance and Repair in support of the Nulka Electronic Decoy Cartridge Payload. The requirements will be negotiated on a sole source basis. Only one responsible source and no other supplies will satisfy agency requirements. The basis for restricting competition is the duplication of cost to the Government in qualifying a new vendor that would not be recouped through competition. Deliveries will be FOB Destination, NSWC-Crane, Crane, IN 47522. Inspection and acceptance will be at destination by NSWC Crane personnel. The proposed contract action is for supplies, services, and research and development for which the Government intends to solicit and negotiate with only one source, Lockheed Martin Sippican, under the authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Individual Job Orders will also be synopsized 30 days prior to award. The solicitation will not be made available through the Government Point of Entry, www.fedbizopps.gov, and no hard copies of the solicitation will be mailed. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
