Description

Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The RFQ number is VA101-14-Q-0150. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. The associated North American Industry Classification System (NAICS) code for this procurement is 721110, Hotels (except Casino Hotels) and Motels and the applicable small business size standard is $30M. This requirement is being issued as unrestricted and only qualified offerors may submit quotes. Description: The purpose of this solicitation is to acquire non-personal services to provide training on the utilization of the Baldrige Criteria for Performance Excellence in accordance with the attached SOW. The Department of Veterans Affairs (VA) requires meeting space which will accommodate up to 60 people and have the capability to provide breakout rooms for individual purposes as defined in the attached SOW. The contractors' proposed meeting location must be in the Washington, DC Metropolitan Area, have accessible public transportation to and from the airport and other events and be within a 2 - 3 blocks or within 0.5 miles walking distance from a Metro stop. Meeting must have wireless internet connection for attendees. Breakout rooms must have hard walls not dividers. See Attachment 1: Statement of Work Quotations must be submitted on the attached Pricing Schedule for the following CLINs: See Attachment 2 - Pricing Schedule for Contract Line Items Note: Wage Determination does not apply. Place of Performance: Washington DC Period of Performance: July 21, 2014 - Aug 1, 2014. Two one (1) week sessions will be held during the following dates: July 21 - 25, 2014 (Week 1) and July 28 - Aug 1, 2014 (Week 2). LATE QUOTES: Request for Quotations or modification of quotes received at the address specified for the receipt of quotes after the exact time specified for receipt of quotes will not be considered. EVALUATION/AWARD: IAW FAR 52.212-2, Evaluation-Commercial Items, the Government will award a purchase order to the responsible offeror whose offer conforms to the solicitation, and is the lowest priced technically capable to provide the services as stated in the RFQ All quoters must be System for Award Management (SAM) Registered. Information concerning SAM requirements may be viewed via the internet at http://www.acquisition.gov or by calling 866-606-8220, or 334-206-7828 for international calls. On line representation and certification requirements may be viewed via the internet at www.sam.gov. QUOTERS MAY INCLUDE A COMPLETE COPY OF THE PROVISION AT FAR 52.212-3 QUOTER REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS WITH THEIR OFFER, which can be downloaded from the internet at http://www.acquisition.gov. Quoters that fail to furnish the required representation information via submission or registration, or reject the terms and conditions of the solicitation, may be excluded from consideration. The selected offeror must comply with the following commercial item and Veterans Affairs terms and conditions. Provision at FAR 52.212-1, Instruction to Quoters Commercial Items applies to this acquisition. Request for Quotation (RFQ) should be submitted and shall contain the following information: RFQ NUMBER; TIME SPECIFIED FOR RECEIPT OF QUOTES; NAME, ADDRESS; TELEPHONE NUMBER OF QUOTER; TERMS OF THE EXPRESSED WARRANTY; ANY DISCOUNT TERMS FOR EARLY PAYMENTS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable). Contractors shall insert unit prices in the attached pricing schedule and round to the nearest cent (for example $0.02 not $0.0231) and sign below indicating prices to be used. By signing, the quoter agrees with all terms, conditions, and provisions included in the solicitation. Quotes shall also contain all other documentation specified herein.
