- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. Notice Number W91ZLK-14-T-0554. The Army Contracting Command Aberdeen Proving Ground, Tenant Contracting Division, 6001 Combat Drive, Aberdeen Proving Ground MD 21005 has a requirement to procure upgrades for Government owned Trajectory Trackers, to the second generation T2 Trackers in support of Aberdeen Test Center (ATC), located at Aberdeen Proving Ground, Maryland. CLIN 0001: Quantity 3 Upgrade Government owned Trajectory Trackers to the second generation T2 Tracker. The upgrades include the replacement of the electronics to the latest technology including digital motor, SIC mirror, 8 multi-built in trigger module, communication cables, 3 axis GBit remote controlled tripod and power supply HD tripod, camera module, software and rugged transit cases. The government intends to award a firm fixed price, sole source purchase order, using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items, to Specialised Imaging, Inc. 41690 Enterprise Circle, North Suite 104, Temecula, CA 92590. ATC requires the T2 Trackers upgrade/modification, in support of their RDT&E testing at multiple test ranges located at Aberdeen Proving Ground. Specialised Imaging Inc. is the original equipment manufacturer and maintains the repair facility, to trouble shoot and upgrade their OEM equipment. The upgrades include proprietary parts, components and software. The salient/special features are unique to the Specialised Imaging T2 Trackers, which include SRF mirror position files. This is critical in providing time and space position data during, direct fire events. Not obtaining this requirement will result in a significant duplication of efforts in costs, man-hours and 3D analysis capabilities may be lost. The associated North America Industry Classification System (NAICS) Code is 334511 and the Business Size Standard is 500. All responses received within 15 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 10:00 AM Eastern Time, July 24, 2014. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
