This project requires work necessary to achieve the objectives of site preparation, scarification, fuel hazard reduction, crop-tree fire proofing, and/or fire line construction using an excavator. Equipment meeting the following specifications will best meet the objectives in these units with minimal operating spaces. A track mounted excavator, maximum operating weight 40,000 lbs; hydraulically operated bucket and thumb and full forestry machine guarding. Excavator must have a grapple or a bucket and thumb or a combination of both (no fixed thumbs or Floppy log loader style grapples will be accepted). Machine must be capable of piling slash 8 feet in height from the ground level. Must be capable of grasping slash 1 inch to 24 inches in diameter, and must be able to support the weight of the machine in order that it may lift machine off stumps and rocks and to assist in maneuvering on steep slopes. The work may occur on slopes up to 45 percent on piling projects and up to 60 percent on fire line projects. Many work sites have portions of ground that may be declared to be unpilable due to excessively steep slopes, wet or rocky surfaces, or light fuel loadings. Areas determined to be unpilable will be deleted from the quantity when working on a per acre unit of payment item. Measurement on the per acre items will be accomplished upon completion of the piling unit using a GPS measuring system. Payments will be made only for the actual acres piled and linear feet accomplished. This service project is located at North Zone (Sandpoint and Bonners Ferry RD) of the Idaho Panhandle National Forests, Boundary and Bonner Counties. Idaho. Estimated start work is August 2014, and complete December 2014 dependent upon ground conditions. A solicitation will be issued on or around July 25, 2014. A preliminary schedule, location, and maps have been provided as an attachment to facilitate site visits, please note the Tumbledown Units road conditions may require 2 hrs drive time one way.
