- Description
- The OO-ALC/PZIMC, Hill AFB Utah, intends to solicit, negotiate, and award a Fixed Firm Price contract testing stand console to the responsible quoter whose proposal conforms to the solicitation, which will be most advantageous to the government. The Government reserves the right to not make an award at all. The Radio Frequency Test Set (RFTS) is a replacement program supported by the Air Force. The RFTS provides system level and subsystem-level test capability of the MOD 7LW wafer at Vandenberg Air Force Base (VAFB) and Boeing-Heath (BGRC). The Electrical-Electronic Equipment Test Station (EEETS) is a specialized test station used to perform Minuteman III MOD 7LW wafer check out and acceptance activities at VAFB and Boeing-Heath. At the VAFB Instrumentation Lab (I-Lab), the EEETS performs MOD 7LW wafer pre-flight certification and check out during Flight Demonstration Evaluation (FDE) build-up. The EEETS test station, at Boeing-Heath is used to perform Minuteman III MOD 7LW wafer check out and functional acceptance tests in support of MOD 7LW wafer production. The current EEETS units are a configured item (CI) and consist of a test station console, cable sets, breakout boxes, printer, computer peripherals, and an Interface Calibration and Evaluation (ICE) console. The RFTS is used in conjunction with the EEETS, which is used to analyze telemetry data received from the Inter-Continental Ballistic Missile (ICBM) systems. The RFTS currently consists of outdated test instrumentation that requires manual operation to test the MOD 7LW wafer. To provide long-term support for the RFTS at VAFB and Boeing-Heath, 516th SMXS is responsible for station replacement and software development that will provide increased automation, greater reliability, increased availability, and decreased maintenance expense. The hardware and software that is developed will be configured to meet these objectives, as well as provide growth capability for future updates of the test requirements. The contractor is required to have existing knowledge, skills, and abilities related to RFTS, EEETS-V (P/N 85416-107-1) and MOD 7LW(P/N 25-61737-166 and 25-61737-167); the integration/design of Minuteman III MOD 7LW wafer; the checkout of Minuteman III MOD 7LW wafer; and knowledge of the Acceptance Test Procedures (ATPs) used to test components specifically the MOD 7LW wafer. REQUIREMENT(s) EEETS-V Tester The contractor shall assemble, integrate, produce, deliver, install, and check out one Electrical-Electronic Equipment Test Station (EEETS-V) to replicate the EEETS located at Boeing-Heath, Heath, OH at Hill Air Force Base, UT. This program is a follow-on effort to the EEETS-V Development Program, which designed, developed and produced the first replacement EEETS-V Unit for Vandenberg Air Force Base (VAFB) Instrumentation Lab (I-Lab). The contract shall produce an EEETS-V (P/N 85416-107-1) as a production type from the original contract. The contractor shall use Northrop Grumman processes for replacement of hardware and/or software updates, delta design and/or qualification, and delta functional/physical configuration audits, to ensure both EEETS units are the same configuration. The contractor shall produce, deliver, install and check-out delta hardware and software. The contractor shall provide associated delta Technical Order source data. The contractor shall update the EEETS Development Program documentation to reflect associated update changes. The contractor shall order, assemble, check-out, and deliver Initial Spares for both EEETS Units. These spares will be shipped to and stored with the EEETS Units in their respective facilities. This Presolitation is notice for solicitation, which will be issued on or about 25 July 2014 and due back to the CO in 30 days for a viable, cost-effective solution assemble, integrate, produce, deliver, install, and check out one Electrical-Electronic Equipment Test Station (EEETS-V). The Purchase Description, which will be included in the solicitation, which details the proposed tasks required to complete the test station, including all hardware, software, and documentation. The entire solicitation will be made available only on FedBizOpps (FBO) website. All current / future information about this acquisition, i.e. solicitation, Amendments, purchase specifications, and Q&A's will be distributed through FBO.
