This combined synopsis/solicitation VA-248-14-Q-1423 for commercial items has been prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. A quotation in response to this notice must be received not later than 1:00pm EST Friday July 18, 2014. The solicitation number is VA248-14-Q-1423 and is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-056. No telephone requests will be accepted. Only written requests received directly from the requester are acceptable. It is the Offerors responsibility to ensure that the quote is received. The applicable North American Industry Classification System Code (NAICS) is 333413 Industrial and Commercial Fan and Blower and Air Purification Equipment Manufacturing; the size standard is 500 employees. OFFERORS MUST STATE THEIR BUSINESS SIZE when submitting their offer. This procurement is being set aside 100% for S Small Businesses. MFR PN referenced Energenics Corporation. ITEM NUMBER DESCRIPTION OF SUPPLIES/SERVICES QUANTITY UNIT 1. LNTBUSTER Energenics/Chicago Lintbuster ¦ ¦ ¦4 EA 2. LNTBUSTER Energenics/Chicago Lintbuster with optional U.V. Bacteria Light ¦ ¦..1 EA _________________________ Salient Characteristics Lint Removal System MUST have the following specifications/equipment: 1.1Ambient Air Filtration System: Furnish four (4) each Energenics/Chicago LintBuster (See VAAR Clause 852.211-73, Brand Name or Equal) Electrical characteristics - 208-230 V.A.C. single phase. System shall provide 8,000 cubic feet per minute. Controls shall be on/off switch with two (2) speeds with high/low, fan control. The control must be U.L. approved. Wireless remote with on/off control to allow unit to be turned on and off from floor level shall be provided. Pilot light shall be colored green that indicates when unit is operating. An amber light shall indicate the filter media is indexing. To insure maximum safety from fire or shock the design and assembly of control must be UL 508A approved. Cabinet for air filtration shall be a minimum 18 gauge lightweight aluminum finished with chemical and oil resistant paint. The paint shall be a low V.O.C. environmentally friendly powder coat to eliminate overspray during assembly. Filtration system shall allow for filter to be advanced manually or automatically. Filtration system shall have exhaust discharge vertically to eliminate exhaust air from being blown into the direction of personnel. Filtration system shall have a see through access door at each end of the unit. System shall allow for filter change without tools or special equipment. All dust/lint shall build up on a filter to a preset static pressure and index automatically and will be neatly rolled up and collected for easy disposal. 1.2Ambient Air Filtration System: Furnish One (1) each Energenics/Chicago LintBuster with Optional U.V. Cabinet for air filtration shall be a minimum 18 gauge lightweight aluminum finished with chemical and oil resistant paint. The paint shall be a low V.O.C. environmentally friendly powder coat to eliminate overspray during assembly. Filtration system shall allow for filter to be advanced manually or automatically. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-056. The following FAR and VAAR provisions and clauses are incorporate into this solicitation document by reference: 52.212-1, Instructions to Offerors-Commercial; 52.212-4, Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (of which 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-18, 52.225-1, 52.225-13, and 52.232-34 are applicable); and VAAR 852.246-70, Guarantee. Additionally, please include a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with your offer. 52.212-2, Evaluation - Commercial Items, and VAAR 852.211-73, Brand Name or Equal, are also incorporated into this solicitation. At minimum, the offered item must meet all requirements set forth in the product specifications/salient characteristics section to be considered a responsive offer. The offeror that submits the offer that meets all the requirements of the solicitation, is responsive and responsible, and has the lowest cumulative price for all items will be selected. If an "equal" item is offered, the offeror must submit descriptive literature that conclusively establishes product equivalency and technical acceptability and compatibility at time of quote submission. Also, IF THE OFFEROR IS NOT THE MANUFACTURER OF THE QUOTED ITEMS, THE OFFEROR SHALL SUBMIT WRITEN EVIDENCE at time of quote that clearly verifies that the firm is an authorized distributor and/or reseller of the quoted products and an authorized installer/maintenance provider to ensure proprietary equipment, licensing, and warranties, both current and resulting from this procurement are available and not voided. The Government intends to issue a firm fixed price purchase order. Offerors shall submit quotes on Solicitation VA248-14-Q-1423. Quotes must be submitted electronically via email to timothy.brady@va.gov. The email subject shall reflect the following: "RFQ VA248-14-Q-1423 Quote submission" New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacture warranty. Bid MUST be good for 30 calendar days after close of Buy. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
