SOURCES SOUGHT ANNOUNCEMENT The Defense Information Systems Agency (DISA) is seeking sources for U.S. Air Forces Central Command (USAFCENT) A2 IT Support CONTRACTING OFFICE ADDRESS: 2300 East Drive, Scott AFB, IL 62225-5406 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. USAFCENT's A2 Intelligence Systems Branch is seeking information from potential sources to provide IT support services. USAFCENT A2's mission is to manage the Joint Worldwide Intelligence Communication Systems (JWICS) and administer all other USAFCENT network domains (approx 750 systems/3-5 networks/250 users). To this end, the Intelligence Systems Branch manages, validates, and coordinates the implementation of multi-domain solutions to satisfy the U.S. Central Command's Area of Responsibility) and Shaw Air Force Base's Intelligence mission requirements. All services will be performed at Shaw Air Force Base, Pakistan, and Al Udeid, Qatar, and require deployment to locations in Southwest Asia as directed by the military lead. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: W91QUZ06D001211A5 Contract Type: Cost-Plus-Fixed-Fee, Level of Effort Incumbent and their size: General Dynamics Information Tech, Inc. (Large Business) Method of previous acquisition: Full and open competition An IT support contract has been in place in USAFCENT A2 for the past 15 years with General Dynamics, IT being the current provider. REQUIRED CAPABILITIES: The USAFCENT A2's mission is to manage USAFCENT network domains (approx. 750 systems/3-5 networks/AFCENT mission users). To this end, the USAFCENT A2 Systems Branch manages, validates, and coordinates the implementation of multi-domain solutions to satisfy the USCENTCOM's AOR and Shaw Air Force Base's Intelligence mission requirements. All services will be performed at Shaw Air Force Base, the Combined Air Operations Center (CAOC) and other deployed locations as directed by the government customer. The CAOC uses a complex assortment of systems with a mix of unique hardware and/or software applications and configurations. It is the Weapons Systems (personnel, capabilities, and equipment) through which the Combined Forces Air Component Commander (CFACC) exercises command and control of all combined air and space forces. Support will include Information Technology (IT) sustainment, technical support and operational services. The equipment supported will be Government furnished and consists of COTS/GOTS equipment, servers, workstations, network communications devices, exploitation equipment, and related support necessary for effective C4ISR operations of distributed systems. Contractor will provide a workforce that is fully cleared, qualified, and possesses a sufficient level of knowledge on mission and specific theater missions at the CAOC. Contractor will provide a workforce that meets the specific DoD 8570 compliance certifications. Contracted personnel assigned to the USAFCENT program will provide IT services for sustainment and specialized technical support for integrated and stand-alone systems and equipment as required. Systems and equipment supported includes but not limited to the following: a. Joint Worldwide Intelligence Communications System (JWICS) b. Global Command and Control Systems (GCCS) c. Joint Deployable Intelligence Support System (JDISS) d. Imagery Exploitation Support Systems (IESS) e. Blue Force Tracker (BFT) f. Theater Battle Management Core Systems (TBMCS) g. Multimedia Message Manager (M3) h. Joint Services Imagery Processing System (JSIPS) i. Google Earth (GE) j. U.S. Battlefield Information Collection and Exploitation Systems (BICES) k. Generic Area Limitation Environment (GALE) l. Suter m. Site infrastructure, to include workstations, networks, servers, communications equipment, peripherals and Video Teleconferencing (VTC) equipment n. Secure messaging systems o. Satellite communications terminals p. Supply accountability, installs, and spares q. Secure, electronic knowledge management system to include repair assignment and prioritization, systems monitoring, and systems performance metrics Contractor will provide services as required, based on the installed equipment inventory. Examples of intermediate level - break fix and system administration, Information Systems Security Officer (ISSO) services that may be required are: a. Loading approved software baselines and user familiarization b. Technical support during Video Teleconferences (VTCs) c. Website enhancement and administration d. Network user management and network security e. Workstation administrative and technical support f. Network performance analysis g. Testing, staging, installation, removal, and de-installation of equipment h. Pulling cables and installing network drops i. Relocating equipment j. E-mail administration k. Pre-acceptance inspections SPECIAL REQUIREMENTS The contractor shall possess or obtain a facility security clearance at the Top Secret (TS)/Sensitive Compartmented Information (SCI) classification level. The contracted personnel must meet the specific DoD 8570 compliance certifications pertaining directly to each position. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement are 541519, with the corresponding size standard of $25.5M. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses should include: 1)Business name and address; 2)Name of company representative and their business title; 3)Type of Small Business; 4)Cage Code; 5)Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Interested businesses should submit a brief capabilities statement package (no more than five pages) demonstrating ability to perform the services listed in this Technical Description. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
