- 1.This acquisition will be solicited as competitive to local sources in accordance with FAR 6.302-4. Local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation, in accordance with the provisions of the U.S. - Japan Status of Forces Agreement. 2.This solicitation will be for the purchase and delivery of the following vehicle types: CLIN 0001 Three (3) Sedans, Law Enforcement, 5 passenger, right hand drive, gasoline engine driven, automatic transmission, air conditioning. CLIN 0002 Four (4) Trucks, flatbed, wide double cab, 2 ton, 4X2, right hand drive, diesel engine driven, automatic transmission or sequential auto-shift transmission, air conditioning. CLIN 0003 Two (2) Trucks, dump, wide double cab, under 5 ton, 4X2, right hand drive, diesel engine driven, sequential auto-shift transmission, air conditioning. CLIN 0004 Two (2) Trucks, fuel tank, under 1k gal, 4X2, right hand drive, diesel engine driven, manual transmission, air conditioning. CLIN 0005 One (1) Truck-Tractor, 4X2, right hand drive, diesel engine driven, manual transmission, air conditioning. CLIN 0006 Seven (7) Trucks, utility, 350 kg, 4X2, right hand drive, gasoline engine driven, automatic transmission, air conditioning. CLIN 0007 Two (2) Trucks, flatbed, double cab, 1.25 ton, 4X2, right hand drive, gasoline or diesel engine driven, automatic transmission, air conditioning. 3.Shipping terms shall be F.o.B. Destination, included in the quotes provided. 4.For this requirement, the US Government intends to award a Firm Fixed-Price (FFP) contract using the Commercial Item Procedures in FAR Part 12, in association with the Simplified Acquisition Procedures (SAP) in FAR Part 13. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals based on Lowest-Priced, Technically-Acceptable evaluation. 5.Award will be made to the responsible offeror whose proposal, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price and technical evaluation factors. Best value will be defined as the Lowest-Priced, Technically-Acceptable proposal/offeror. The Government reserves the right to make either a single award or multiple awards, if deemed advantageous to the Government. 6.Unless otherwise indicated in the synopsis, this is an Internet-only solicitation. It is the bidders/offerors responsibility to check this site daily in order to be notified of any changes to this solicitation. 7.The solicitation will be issued on or about 22 July 2014. Proposals will be due on or about 22 August 2014 at Yokosuka Naval Base, Japan, at a time to be specified in the forthcoming solicitation. Please verify dates once they are uploaded to AsiaNECO. 8.Offerors can view and/or download the solicitation at https://asia.neco.navy.mil/ when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
