- UPDATE: This notice is hereby cancelled as the requirement will be resolicited as a combined synopsis/solicitaton and will be competed as a 100 percent total small business set-aside under the following new solicitation number: N00189-14-R-Z071. Upon its release, the new solicitation will be issued electronically and be available for downloading at the NECO website: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 17 July 2014. Original synopsis below: NAVSUP FLC Norfolk Philadelphia Office Contracting Department intends to acquire services that provide program evaluation services with coordination amongst multiple program sites in order to help determine if the existing Drug Education for Youth (DEFY) program format or proposed new format will achieve intended goal of reducing youth and staff attrition while maintaining/improving program integrity and efficacy. The services will primarily take place at the contractor's facility with potential travel. It is the Government's intent to process this procurement on an unrestricted basis and ultimately issue a firm fixed price contract in accordance with FAR 13.5 (Test Program for Certain Commercial Items). The applicable NAICS code is 541611. Upon its release, the solicitation will be issued electronically and be available for downloading at the NECO website: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 02 May 2014. All responsible sources may submit a quotation, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. The closing date for the receipt of offers will be set forth in the RFQ. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments hereto. The Government will not pay for the information received. By submitting a quote, the quoter is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database shall make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/protal/public/SAM/.
