Description
PRESOLICITATION NOTICE THIS IS A PRESOLICITATION NOTICE ONLY. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THE INTENT OF THIS PRE-SOLICITATION SYNOPSIS IS TO NOTIFY POTENTIAL OFFERORS OF THE UPCOMING SOLICITATION FOR PEST CONTROL SERVICES AT USDA'S SOUTH BUILDING AND JAMIE L. WHITTEN BUILDING, WASHINGTON DC, 20250 The work includes, but is not limited to all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide a comprehensive indoor and outdoor INTEGRATED PEST MANAGEMENT (IPM) PLAN. The contractor will be required to perform the following services in conjunction with each operation: perform a complete inspection of the site, identify pests, pest damage or any potential for pest damage, determine the extent of pest damage, render treatment if required to control, prevent, or otherwise mitigate the pest(s), and evaluate the effectiveness of the treatment. All requirements under applicable District of Columbia and Maryland Pest Control Codes shall be considered part of the specification and shall be completed by the contractor. The contractor shall be licensed by the applicable state agency to provide pest control in the categories of work specified in the contract. All work shall be performed by responsible state certified individual(s) in accordance with federal, state, local, and installation laws and requirements. All pesticides shall be procured, handled, and applied in strict accordance with the manufacturer's label, which shall be registered with the Environmental Protection Agency. The contractor shall obtain all necessary state and federal permits to control protected species. The Government anticipates awarding one (1) Firm-Fixed-Price (FFP) contract with a one-year Base period and 4 one-year Option periods. This procurement will follow sealed bidding procedures as prescribed by Federal Acquisition Regulation (FAR) Part 14. This solicitation is a Set-Aside 100% for Small Business under North American Industry Classification System (NAICS) Code 561710 with a Small Business Size Standard of $10.0 million dollars. The anticipated posting date of the RFP is no sooner than 15 days after the publication of this notice. The solicitation will be issued on the Federal Business Opportunities website: https://www.fbo.gov on or around August 15, 2014, with a tentative closing date of on or around September 15, 2014. Offerors can view and/or download the solicitation, and any attachments, at https://www.fbo.gov. The solicitation will be available in electronic format only. All documents will be in the Adobe Acrobat PDF file format. The free Acrobat Reader, required to view PDF files, can be downloaded from the Adobe website. Contractors / Bidders are encouraged to register for the solicitation when downloading from https://www.fbo.gov. Only registered offerors in the Interested Vendors List will be notified by e-mail when Amendments to the solicitation are issued. Prospective offerors must be registered in Federal Business Opportunities (FBO) Interested Vendors List before they will be allowed to download solicitation information. The solicitation will not be provided in a printed paper format. Therefore, it is the offerors responsibility to check the website for solicitation posting and any changes to the solicitation. Those registering are responsible for the accuracy of the information provided. All Offerors submitting proposals must be registered in the System for Award Management (SAM) prior to award of the contract. Lack of registration in the SAM database on the part of the Offeror will make the Offeror ineligible for award.
