- SOLICITATION NUMBER : GS-04P-14-BV-R-0055 Purpose : The purpose of this synopsis is to provide a notice to the public of information for General Contractor to construct a New Office Building (NOB) for the U.S. Department of State, New Office Building in North Charleston, South Carolina Authority : GSA is issuing this synopsis in accordance with FAR Part 5.204 Pre-solicitation Notices. Description : The General Contractor shall provide work, but is not limited to: construction services for the demolition of buildings 640, 639, 638 FLETC site, the addition of a new POV parking lot, and the restriping and alteration (R&A) of the main CRC POV parking lot. Demolition includes building 640 (14,460 SF), building 638 (3,110 SF), an outdoor swimming pool (Area 639) (4,950 SF), and the existing FLETC paved parking lot located West of building 640 (17,190 SF). The new asphalt parking lot (91,000 SF) will cover a majority of the site where said buildings once stood. A portion of the 640, 639, 638 FLETC lot shall be designed to serve as a temporary laydown area to support the construction of the office building, Building F. Construction work includes environmental, site demolition, grading, soil testing, drainage, landscaping, electrical, lighting, sidewalks, and paving. Place of Performance : North Charleston, SC Sole Source/Competitive Acquisition : This will be a full and open competitive acquisition to all firms that currently hold a Secret facility clearance. Contract Type : Firm-Fixed Price Evaluation Process : Proposals will be evaluated on the Best Value - Tradeoffs, where the technical factors are more important than price. The North American Industry Classification System (NAICS) code for this procurement: 236220 - Commercial and Institutional Building Construction Period of Performance : 623 calendar days from the date of issuance of the Notice to Proceed. Mandatory requirements : All offerors who are interested in receiving the solicitation must submit the following two documentations to the office by July 25, 2014 at 12:00 pm EST. (1) Bonding capacity of $35 - $50 million (2) Proof of holding a Secret Facility Clearance (3) Company's DUNS number as well as their CAGE number. Expiration of this synopsis/notice : This notice is set to expire on July 25, 2014 at Close of business (COB) Eastern Standard Time (EST). Release Date of the Solicitation : It is anticipated for Solicitation No. GS-04P-14-BV-R-0055 to be released on or about July 28, 2014 and proposals will be due on or about September 15, 2014, COB EST. Should complications arise resulting in a delay in the release of the Solicitation, the Contracting Officer will provide an update through FedBizOpps website at http://www.fbo.gov.
