- SOW- HVAC L DORM VENDOR PACKET INTRODUCTION Homestead Job Corps Center is seeking proposals to provide design and construction to replace our current HVAC systems for our Residential dormitories. The Rooftop HVAC units are severely damaged by corrosion in the L-Dorm. The building is currently served by 32 small capacity rooftop HVAC units. Each unit has served a 3-floor stack of dormitory rooms and lounges on an all-season basis for 13 years. Due to extreme weather conditions these units have corroded severely and pose a large scale equipment maintenance and control burden. Many of the HVAC rooftop units are either not operational or are performing poorly and need frequent maintenance. SCOPE OF WORK Provide design and construction services to replace the existing HVAC systems. Remove 28 existing rooftop HVAC units serving dormitory rooms and the associated electrical provisions. Provide four 15-ton package rooftop heat pump units, each unit equipped with 18 KW electric resistance supplemental heating and humidity controls. Both evaporator and condenser coils in each unit must be factory pre-coated with durable anti-corrosion material. Provide an adequate structural support system for the new equipment and ductwork on the roof. Select equipment that uses a non ozone-depleting refrigerant such as R-410a and meets applicable Energy Star requirements in place at the time of equipment purchase. Provide each unit with power supply; disconnect switch, duct smoke detectors, outdoor air (OA) intake and roof curb. Provide controls for the new heat pump units and interlock with the existing building fire/smoke controls and the center-wide HVAC monitoring and control system. Provide insulated and weather-protected trunk ducts from the new rooftop heat pump units and connect to the existing duct risers at the roof and modify as necessary. Provide test and air balance. Patch and insulate unused roof openings and repair any roof damage. PERIOD OF PERFORMANCE The period of performance for this project will be between December 1, 2014 - December 31, 2014. A specific performance period will be available at the time of contractor selection. Contractor must agree, in writing, to the performance period prior to receiving award. LOCATION The selected vendor for this project will perform the work at Homestead Job Corps Center, L-Dorm, 12350 SW 285 Street Homestead, FL 33033. REQUIREMENTS  Contractors must complete a Vendor Packet (provided by the Purchasing Agent). Interested parties must contact the Purchasing Agent to request Vendor Packet via email or fax.  Contractors must be registered on https://www.sam.gov and be active without debarment from doing business with the government.  Vendor must supply manufacturer name and stock number for all items quoted. Items reference a manufacturer and stock number on bid sheet for reference purpose to insure correct item is quoted. Vendor may substitute identical items under a different manufacturer or brand name but must note manufacturer and stock number on bid sheet.  Contractors must provide proof of liability insurance with quote.  The request consists of labor and materials. Proposal must list labor and material costs separately. Contractor must provide all materials necessary to complete project.  If a site-visit is required in order to provide an accurate quote. Contact the Purchasing Agent to make arrangements.  If your quote deviates from specifications in any way, such exceptions must be noted.  Payment terms are Net 30 days from date of invoice.  Homestead Job Corps Center is a federally funded facility and entitled to GSA pricing.  We reserve the right to reject any bids and select the bid deemed most responsible. Bidders should be aware of bid requirements for federally funded projects and act accordingly  All questions regarding the Request for Proposal and/or scope of work must be submitted in writing to: richarte.citlally@jobcorps.org. No phone calls will be accepted. Deadline to submit questions will be July 18, 2014.  Work is subject to the Service Contract Act. All Contractors on this project must agree and certify they will conform to the Service Contract Act.
