Description
Pursuant to the authority of FAR 13.106-1(b) (1) (I ), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services, on behalf of the U. S. Consumer Product Safety Commission (CPSC), Laboratory Science intends to sole source for a: RT-3002 Inertia Navigation Platform Brendel Associates Limited 3280 Bradway Blvd. Bloomfield Hills, MI 48301. Within the past few years, The U.S. Consumer Product Safety Commission (CPSC) has contracted with S-E-A, Ltd (SEA) that has totaled nearly one million dollars. This contract(s) was to perform several vehicle dynamics studies on groups of recreational off-highway vehicles (ROVs). CPSC staff including Laboratory Science staff has made numerous visits to the vehicle dynamic test facilities where the staff works closely with SEA to develop ROV test protocols. These protocols are specifically aim at gathering data pertinent to developing a new regulation, using the hardware that is requested. When the new regulation becomes effective, Laboratory Science will be responsible for conducting routine compliance testing of ROVs. CPSC staff is familiar with the set-up and operation of the hardware used to develop the pending regulation, as well as the post-processing of the data taken using this equipment. The repeatability (taken by a single instrument on the same item and under the same conditions) of test results is enhanced significantly by using the same equipment in subsequent tests. The purchase of this equipment is required to maintain compatibility with existing CPSC knowledge base. Brendel Associates, Ltd. Is the only distributor of this equipment. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the requisite equipment may submit product information and a capabilities statement. The email subject line must reference PSC135319 Capability statement and product information. All responses are due by July 24, 2014, 12:00PM Eastern Time. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
