Description
Paint Booth Specs The Air Force Test Center, Installation Operational Contracting Division, Eglin AFB, Florida intends to solicit and award a firm-fixed price contract for a pressurized solid back modified downdraft paint booth. This is a combined synopsis/solicitation for commercial items prepared under Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Notice to Offeror(s)/Supplier(s): This solicitation is being issued as a request for quotation (RFQ). Funds are not presently available. Funds may be received at any time from now to the end of the fiscal year (30 Sep 2014). It is also possible that no funding will be made available and no award will be made. Submission of a quote does not obligate the Government to make an award. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This is Request for Quotation numbered FA2823-14-Q-3004. The North American Industry Classification System (NAICS) code for this acquisition is 332311 with a size standard of 500 employees. Please identify your business size in your response based upon this standard. In accordance with the FAR Subpart 13.106-1(a)(2) offerors are notified that the award will be made to the offer that provides the best value to the government after consideration of the technical, price, and delivery aspects of the offer. •1. Requirement: CLIN 0001: Pressurized solid back modified downdraft paint booth, Qty: 1 Minimum Technical Requirements: •· Need: 1 Pressurized Solid Back Modified Downdraft Paint Booth with NESHAP certification. •· Working dimensions: 14' wide x 12' tall x 26' long •· Overall dimensions: 15' wide by 14'2" tall x 26'4" long •· Exhaust fan : 36" diameter, 7.5HP, BSTAB 3-phase, 1.25" static pressure, 208/230/460V tubeaxial fan operating at 16,800 SCFM •· Doors: Personnel 30" x 84" with observation window 14 ½" wide x 48" tall will provide egress •· Product bi-fold door 9'4" wide x 11'10" tall with 2 windows (1 ea door) 14 ½" wide x 48" tall •· Lighting : 12 ETL listed Class I Div II Groups A,B,C, and D, Class II Div II Groups F & G sealed & gasket inside access fluorescent fixture; bulbs included •· Exhaust filtration : three stage conforming to NESHAP standards •· Horizontal, indoor, (AMU ): will provide 16,800 SCFM of heated replacement air to the paint booth. Capable of 100 degrees F temperature rise form a 2,000,000 BTU burner. AMU will cure at 160 degrees F, or code limits. A variable frequency drive for controlling the exhaust fan and booth light switch will be included with the controls package for the AMU. •· Exhaust ductwork : quote based on estimated roof height 27 feet with estimated roof pitch 1/12 pitch. Actual ductwork requirements will be dictated by field conditions including but not limited to actual roof height, roof pitch, obstructions, and local code restrictions. Construction Features •· Panels: fabricated from 18-guage galvanized steel punched on 6" centers. Panels fastened with 5/16" bolts and sealed with the provided caulk following assembly. •· Columns and beams: fabricated from structural steel members, punched on 6" centers to match corresponding panels •· Illumination: 48" long, 32 watt, T-8 type fixtures. Fixtures are supplied with dual ballasts for either 120V or 277V. Ballasts carry a 5 year limited warranty. NESHAP EXHAUST FILTRATION: •· Intake air filters: Rated by UL as Class @ and EPA registered as environmentally safe. Self-supporting in an internal frame sized 20" x 20" x 1". One set of filters to be supplied •· Exhaust filters: Efficiency rated to meet or exceed ATI A-3000 filtration system. •· One set ATI A-3000 filtration system is provided with unit. •· A manometer is provided with the unit to monitor filter resistance. •· Exhaust Fan Unit : a tube axial fan designed and constructed for paint spray booths is provided for exhaust. Requires a Precision balanced, fabricated, aluminum non-sparking fan blade. Motor, drive, and bearings are isolated from the exhaust air stream. •· Air Replacement Unit(AMU): Unit will have 1 direct fired natural gas heater, designed, assembled, wired and factory tested, providing 16,800 SCFM of clean tempered air @ ½" ESP, 2.0 million BTU burner supplying up to 100 degree temperature rise. •· Controls and gas train to be FM designed and ETL listed •· Maximum cure cycle temperature is 160 degrees F or as code limits •· A volume control damper is provided to vary the air volume during the cure cycle •· The AMU's control panel will be equipped with Variable Frequency Drive for the exhaust fan motor. •· Mounting stands and the inlet screen and filters are provided for the AMU. •· Product Door : entry/exit bi-fold door are fabricated with tube steel frames hung on structural channel jambs. Doors are skinned with 18-gauge galvanized steel sheet, sealed to the frame with sealant, and screwed in place. Doors are provided with foam rubber weather stripping seal about the perimeter and a neoprene rubber sweep at the threshold. The mounting hardware provided included a FM approved panic type safety latch and four door pulls. Personnel Door: •· Provided as an 18-gauge galvanized steel unit, pre-hung in a heavy steel frame ready for mounting. Mounting hardware includes FM approved panic type safety latch and two door pulls. •· Code Compliance: Must meet NFPA, Standard Number 33, and OSHA CFR 29.1910.107 •· Warranty: Minimum 1 year free from defects of material and workmanship •· Additional items : Paint booth panels and doors are to be powder coated white, bid must include freight and delivery, and include a factory start-up/training after installation (up to 8 hours). In accordance with, FAR 52.212-1(b)(4), offerors are reminded that as a minimum, offers must show a technical description of the items being offered insufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. Quoted price should include FOB Destination and be valid through 30 Sep 2014. Required delivery date is no later than 120 days ARO. Expedited delivery schedules accepted and encouraged.
