Description
Pursuant to the authority of FAR 13.106-1(b) (1) (I ), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services, on behalf of the U. S. Consumer Product Safety Commission (CPSC), Chemistry Division intends to sole source for a: GERSTEL Muli-Purpose AutoSampler; GERSTEL, Inc. 701 Digital Drive, Suite J Linthicum, MD 21090. The U.S. Consumer Product Safety Commission (CPSC) Laboratory Sciences-Chemistry (LSC) is tasked with testing samples for phthalates content. The methodology for phthalates testing is a multi-step approach; sample preparation, solvent addition, sonication, 2nd solvent addition, shaking, filtering and analysis. This method, despite being efficient, relative to other phthalate sampling methods requires significant time and attention. The GRESTEL Dual Head Multipurpose Sampler XL for sample preparation automation is capable of automating the majority of the steps in this method. The use of the system would drastically reduce the hands -on preparation time per sample, resulting in increased sample throughput. GERSTEL is the only company to offer such a system that can automate this method, especially the filtration step. This product offer full integration to equipment and software LSC already uses. LSC currently owns components necessary for this system. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the requisite equipment may submit product information and capabilities statement. The email subject line must reference PSC135343 Capability statement and product information. All responses are due by July 24, 2014, 12:00PM Eastern time. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
