Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74 The associated North American Industrial Classification System (NAICS) code for this procurement is 333913 - pump manufacturing - with a small business size standard of 500employees. This acquisition is 100% set-aside for small business. Simplified acquisition procedures shall be utilized. The National Institute of Standards and Technology EL Fire Reserach Division operates a Cone Calorimeter (oxygen consumption calorimeter) to conduct bench scale fire research experiments on potentially high performance materials, materials often developed at NIST. NIST requires a oxygen Gas Analyer that must work with corrosive gases on a regular basis and measure real time oxygen concentrations from combustion products. Responsible quoters shall provide pricing for the following line item. LINE ITEM 0001: (1) One Oxygen Gas Analyzer meeting or exceeding all the following required specifications: The required system shall include the following components: • Oxygen Analyzer Transmitter • Oxygen Analyzer Control Unit • Flow Meter Assembly Required • Oxygen measurement o Accuracy of O2 measurement shall be +/- 0.02% or better o Range: a maximum of 0%-100% and a minimum of 0%-1% • Zero drift not to exceed 0.02% per week • Span drift not to exceed 0.1% per week • Response time of measurement (T90) not to exceed 4 seconds at 250 cc/min • Atmospheric pressure effects (per 1% change in vent pressure) not to exceed 0.05% of reading • Power supply: 120VAC, 60 Hz • Operation window: up to 50 °C and maximum non-condensing humidity of 95% • Analog microprocessor output of 4-20 milliamps • Front panel shall display real-time oxygen value and flow rate in cc/min, (simple flow meter assembly panel with valves for calibration gas and sample gas), flow meter range = 0 to (500 or 600) cc/min. Other • Vendor shall provide owner's manual • Vendor shall provide a minimum of a 1 year warranty DELIVERY Delivery terms shall be FOB Destination. Delivery shall be made to NIST, Shipping and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899. INSPECTION AND ACCEPTANCE CRITERIA The Government will randomly inspect the drums upon delivery. If the Analyzer does not conform to the specifications identified herein, the Government will notify the Contractor in writing, of the required specification and the deficiency documented by the Government. The Contractor shall provide all proper nomenclature, including a shipping account number, for the Analyzer to be returned to the Contractor's site. Replacement analyzer shall be delivered to the Government not later than 15 days after the Contractor receives notification of the deficiency. All returns and replacements shall be provided at no additional cost to the Government. The Contractor shall assume all liability for shipments of analyzer to be returned and/or replaced. EVALUATION CRITERIA AND BASIS FOR AWARD Award will be made to the lowest price technically acceptable quoter. PAYMENT Upon acceptance of item(s) and receipt of invoice payment will be approved. REQUIRED SUBMISSIONS All quoters shall submit the following: 1. Documentation and/or product literature, which clearly demonstrates that the quoted product meets or exceeds all requirements of Line Item 0001; 2. Confirmation that packaging, shipping, and delivery requirements will be adhered to; meeting all specifications required 3. A price quotation, which provides FOB Destination pricing for the required product; 4. This is an Open-Market Combined Synopsis/Solicitation for Oxygen Analyzer for Cone Calorimeter as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: a. The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR b. The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation; 5. The DUNS # for the quoter's active System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov to be considered for award; 6. If the quoter is not registered at www.Sam.Gov, a completed copy of FAR 52.212-3 OFFERORS REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS; 7. The name of the manufacturer, business size of the manufacturer, and the city and state of manufacture for the quoted product. DUE DATE FOR QUOTATIONS E-mail quotations are required. All quotations shall be submitted via e-mail to Jance Moten. Submission must be received not later than 12:00 p.m. Eastern Time on July 22, 2014. FAX quotations will not be accepted. An e-mail quotation shall be considered received when it is received in the electronic inbox of janice.moten@nist.gov PROVISIONS AND CLAUSES The full text of a FAR provision or clause may be accessed electronically at www.acquisition.gov. Destination 1352.215-75 EVALUATION CRITERIA (APR 2010) The Government intends to make a single award but reserves the right to make no award as a result of this request for quotation. The Government reserves the right to award this contract based on initial quotations without holding discussions. Therefore, the initial quotation shall contain the quoter's best terms and conditions. Award will be made, if at all, to the responsible quoter whose offer conforming to the requirements of the solicitation is evaluated to be the Lowest Price Technically Acceptable (LPTA) quote, considering the Government's evaluation of the following factors: (1) Technical Capability and (2)Price. Technical Capability: Evaluation of technical capability shall be based on the information provided in the quotation. Price: The Government will evaluate price for reasonableness.
