- This is a Request for Information (RFI) only. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice are not an offer and cannot be accepted by FHWA to form a binding contract. FHWA will not enter into any exchange, sale, or other agreement as a result of this RFI. All submissions become Government property and will not be returned. FHWA will not reimburse RFI respondents for any expenses associated with responding to this RFI. Your response is not required to participate in any potential future procurements. If FHWA determines your capability or approach is the best value to the Government, FHWA may at some point in the future, issue a Request for Quote (RFQ). The Federal Highway Administration (FHWA) is issuing this Request for Information (RFI) to determine the small business industry capabilities to organize, host, and document transportation policy workshops that engage industry leaders and key members of the transportation community in a discussion of emerging transportation issues. Please state your ability to provide in-house high level expertise on critical national transportation policy issues including highway finance and revenue, performance measurement in transportation planning, long and short term policy impacts of current and proposed legislation, technology and travel including privacy, interoperability, public private partnerships, and infrastructure investment. This includes demonstrated work and publication in these areas. Please provide a record of high level engagement in national transportation policy including congressional testimony, workshop or conference hosting, high level speaking engagements and well established professional connections with high level members of private industry, policy makers, academia, think tanks, and federal, state and local governments. Questions regarding the RFI may be submitted via email to orlando.whitaker@dot.gov by July 15, 2014 at 1p.m. Eastern Time. Please provide your response by July 18, 2014 at 1p.m. Eastern Time.
