Description
THIS IS PRESOLICITATION INFORMATION ONLY This synopsis is provided for informational purposes and is not to be considered a request for quote/proposal. Pre Solicitation Number W25G1V-14-R-0023 is assigned for tracking purposes. The entire solicitation will be made available on or about 04 August 2014. The required response date will be stated in the solicitation. The solicitation will be issued electronically only to the FBO.gov web page under Solicitation Number W25G1V-14-R-0023. No paper or disc copies will be issued. It is the responsibility of the offeror to review the FBO.gov web page for solicitation posting, notice of amendments, updates, or changes to the solicitation. The Army Contracting Command, Aberdeen Proving Ground-Tobyhanna Division, Tobyhanna, PA 18466 intends to solicit, negotiate and award a 1 year Firm-Fixed Price Contract for the effort required for the engineering design, development, manufacturing, test, and support of a Synthetic Modular Instrument (SMI) to be used for the maintenance, repair, and certification of Ground Radio equipment in support of the Test, Measurement, and Diagnostic Equipment (TMDE) Modernization program at Tobyhanna Army Depot (TYAD). Responsible sources must be capable of designing, developing, testing, and delivering the required quantity of Synthetic Modular Instruments (SMI) with Test Program Sets and required product hardware and software, including the interface cables, all licensing, a variety of data rights as well as the warranty, support and calibration services for each unit within the required delivery schedule. Additionally responsible sources must be capable of complying with first article requirements, developing and performing test procedures IAW MIL-PRF-28800F and TYAD specifications (to be detailed in the solicitation), providing drawings for the radio interface cables with parts lists and wiring diagrams, developing training materials and training Government employees at TYAD on the operation, maintenance and calibration of the delivered SMI product. The anticipated required quantity is for three (3) each SMI units, with an option for up to an additional three (3) each SMI units over a 12 month period, with delivery of all items due within sixty (60) calendar days from the date of contract award. The total period of performance (POP) for this contract, to include installation, testing and training shall be ninety (90) calendar days from the date of award to the date of final acceptance, plus three (3) years for calibration, warranty and software update services. All deliveries are to be FOB Destination with the following Ship to address: Tobyhanna Army Depot, 11 Hap Arnold Blvd. Tobyhanna, PA 18466. ONLY ONE AWARD WILL BE MADE. MULTIPLE AWARDS WILL NOT BE CONSIDERED. This acquisition will be conducted on a unrestricted full and open, competitive basis and pursued in accordance with Federal Acquisition Regulation (FAR) Parts 12 Acquisition of Commercial Items and 15 Contracting by Negotiation as applicable. All prospective offerors must be registered in System for Award Management (SAM.gov) prior to award of a contract with any DOD agency. Once solicited all responsible sources may submit a proposal which will be considered by the agency. The items required under this acquisition are subject to the Free Trade Agreements. The Class Code is 66, NAICS Code is 334515. This notice does not obligate the Government to award a contract.
