Description
The U.S. Department of Energy (DOE), Office of Energy Analysis (OEA), in the Energy Information Administration (EIA) intends to award a sole source contract to the University of Oklahoma to perform research on the effect of cash and carry (C&C) arbitrage on spot oil prices in the oil market. This research will be focused on the specific question of whether C&C arbitrage has a stabilizing or destabilizing influence on the spot oil market. The purpose of this procurement is to enter into a contract with the University of Oklahoma (OU) to perform research on the factors influencing gasoline, distillate, and other petroleum product prices. The research will be focused on the current state of knowledge on the important factors influencing petroleum product prices, based on an objective assessment of each factor?s influence and potential to influence ongoing policy debates, or academic or industry research. This research is a follow-up study that builds on previous research projects related to financial-physical interactions in crude oil markets, including a project on factors affecting crude oil prices. These projects were undertaken by OU as part of EIA?s Energy and Financial Markets Initiative. This research is critical to further develop EIA?s understanding of the factors influencing petroleum product prices. This award will not exceed the Simplified Acquisition Threshold. Performance shall commence no later than 15 days from the date of award. The North American Industry Classification System (NAICS) code for this requirement is 541690 ? OTHER SCIENCTIFIC AND TECHNICAL CONSULTING SERVICES. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1(a) (2) (ii), other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a NOTICE OF INTENT; however, interested parties may submit a capability statement or quotation, which shall be considered by the agency by July 28, 2014 at Noon, 12:00pm (Eastern) via e-mail to Pedro.Rubio@eia.gov. The written response must include a general statement for services mentioned in this announcement and past performance information for relevant work. A determination by the Government to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
